Role Summary:

The Strategy and Policy Department is seeking a Senior Intelligence Acquisition Consultant who is eager to lead innovative strategies, provide thought leadership, and deliver evidence-based recommendations. This role is crucial for enabling the Intelligence Community (IC) to provide essential services and benefits to our mission partners.

The position requires extensive collaboration across various components of the IC and the Department of Defense (DoD), necessitating experience in working with multiple agencies and external partners to develop validated requirements capability documents.


Key Responsibilities:
  1. Oversee acquisition initiatives throughout their entire lifecycle, from conceptualization and requirements definition to procurement and post-award contract management, ensuring that the anticipated benefits of each procurement action are achieved.
  2. Advise government sponsors on acquisition strategies, roadmaps, and repeatable processes, while developing actionable solutions to meet desired outcomes.
  3. Create essential acquisition documentation, including requirements documents (SOW, SOO, PWS), requests for proposals, source selection plans, acquisition plans, risk management plans, cost estimates, and other necessary materials.
  4. Provide comprehensive acquisition support, including market analysis, cost analysis, requirements assessment, and contract modifications.
  5. Participate in source selection processes, recommending evaluation criteria and conducting thorough evaluations of proposal data.
  6. Support the research, development, and implementation of innovative acquisition solutions to expedite the delivery of capabilities to programs in a cost-effective manner.
  7. Engage with technical, systems engineering, cost, and procurement teams to accurately define acquisition products that align with technical, schedule, and programmatic requirements.

Qualifications:

Applicants must possess an active Top Secret/SCI clearance with Polygraph. Due to the extensive clearance process and urgent needs, candidates without an existing TS/SCI clearance with CI or FS polygraph will not be considered.

Typically, candidates should have a minimum of 8 years of relevant experience with a Bachelor's degree; or 6 years with a Master's degree; or a PhD with 3 years of experience; or an equivalent combination of education and experience.

Experience in providing acquisition support to the Intelligence Community, particularly in acquiring managed services (both technical and business) to achieve desired outcomes is essential.

Proficiency in developing repeatable acquisition processes and artifacts, including requirements documents, requests for proposals, and risk management plans, is required.

Experience in pre- and post-award acquisition support, including market and cost analysis, is also necessary.

Strong ability to translate operational mission needs into acquisition, technical, and programmatic requirements is crucial.

Excellent written and verbal communication skills are a must.


Preferred Qualifications:

Demonstrated experience in advising on all aspects of the federal acquisition lifecycle to implement innovative solutions is preferred.

Experience in source selection processes, including recommending evaluation factors and analyzing proposals, is advantageous.

Certifications such as DAWIA Contracting Level II or III, NCMA CFCM or CPCM, and DAWIA Program Management Level II or III, or PMI PMP are preferred.


Work Environment:

This position is primarily onsite.
