Job Title: Director II
Job Summary: We are seeking a highly skilled and experienced Director II to join our team at CAPPS, Inc. as a Director of General Ledger Accounting. The successful candidate will be responsible for providing direction and guidance to the GL Accounting Department, developing policies and procedures, and ensuring compliance with agency policies and administrative requirements.
Key Responsibilities:
- Direct the GL accounting department, ensuring compliance with agency policies and administrative requirements.
- Serve as a resource on accounting and fiscal matters, advising the accounting staff on the proper methods for recording financial transactions.
- Plan, assign, and supervise the work of the GL Manager and lead the vision, direction, and daily operations of the Accounting Department staff.
- Develop procedures, policies, and prepare special financial reports as necessary for DIR, the Comptroller of Public Accounts (CPA), and other interested parties.
- Collaborate with the Budget Office on the development of and submission of the Legislative Appropriations Request (LAR), Biennial Operating Plan (BOP), and Internal Operating Budget (IOB).
- Oversee the cash processing and general ledger activities, ensuring entries and adjustments are made to proper accounts.
- Review and approve all journal vouchers and reconciliations prepared by the general ledger accountant.
- Perform online Uniform Statewide Accounting System (USAS) entries, review USAS Error Reports, and make required corrections.
- Ensure that all appropriations, purchase, travel, and interagency transaction vouchers, and cost allocations are processed timely and accurately, according to agency policies, CPA guidelines, General Appropriations Act, and federal regulations.
- Establish appropriate internal controls and ensure that they are monitored and implemented in compliance with accounting guidelines and processes.
Requirements:
- Bachelor's degree from an accredited four-year college or university with major coursework in business, accounting, financial planning and analysis, or finance.
- Minimum of seven years of experience in managing complex accounting, budget, or finance functions of a state agency.
- Minimum of seven years of experience with the State of Texas Uniform Statewide Accounting System (USAS) and/or Centralized Accounting and Payroll/Personnel System (CAPPS).
- Minimum of seven years of experience working across multiple divisions/departments within a complex organization to accomplish strategic objectives.
- Minimum of five years of experience leading, coaching, supervising, and developing teams.
- Advanced Microsoft Excel experience.
Preferred Qualifications:
- Experience preparing governmental financial statements.

- Frequent work under stress, as a team member, and in direct contact with others.
- Occasional bending, stooping, lifting, and climbing.
- Limited travel.
