Job Summary:

We are seeking a highly skilled and experienced Federal Funds Director II to join our team at the Texas Department of Aging & Disability Services. As a key member of our Office of Finance, you will be responsible for providing direction and guidance in operations and planning pertaining to federal funds management and the Random Moment Time Study (RMTS).

Key Responsibilities:
  • Develop and implement federal funds policies, procedures, and best practices for RMTS operations.
  • Direct the planning and coordination of major budgeting activities of the Federal Funds team, including assisting with the Legislative Appropriations Request, Governor's Operating Budget, and Annual Financial Report.
  • Develop and implement techniques for evaluating program activities and/or business functions within a department or division.
  • Identify policy or programmatic conflicts with funding sources and identify changes to avoid noncompliance.
  • Develop and establish goals and objectives consistent with the agency's strategic plan.
  • Develop, review, and approve budgets and major expenditures; and ensure that requirements of funding sources are met.
  • Develop policies, procedures, and guidelines; and monitor compliance.
  • Plan, develop, and approve schedules, priorities, and standards for achieving goals; and direct evaluation activities.
  • Represent the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Supervise the work of others and perform related work as assigned.
Requirements:
  • Knowledge of state government accounting and budget processes and procedures.
  • Knowledge of the State of Texas legislative processes and procedures.
  • Skill in written and oral communications.
  • Skill in computer software with preference given for experience with CAPPS, and other state/governmental financial applications.
  • Ability to establish goals and objectives.
  • Ability to identify problems, evaluate alternatives, and implement effective solutions.
  • Ability to develop and evaluate financial and administrative policies and procedures.
  • Ability to explain policies and procedures to others.
  • Ability to train others.
  • Ability to analyze detailed and complex financial and administrative data.
  • Ability to prepare concise reports.
