Job Title: Strategic Requirements Manager

At Spektrum, we are seeking a highly skilled Strategic Requirements Manager to join our team. This role will play a critical part in supporting our clients with specialist services, including professional services, aerospace and defence sales, delivery, and operational subject matter expertise.

Key Responsibilities:
  • Develop and maintain comprehensive studies and reports on requirements to support military planning and resource allocation.
  • Collaborate with stakeholders across the Command and externally to define, prioritize, and justify military requirements.
  • Conduct risk analyses and prioritization to ensure Governing Bodies understand requirements, operational risk, and prioritization for funding decisions.
  • Develop justifications and briefings to support SACT's discussions with IMS, IS-NOR, and Nations in the MCWG (P&C), MCWG (Resources), and RPPB.
  • Adapt the Medium Term Military Plan (MTMP) and Medium Term Resource Plan (MTRP) to the new capability-based Requirement Area Framework.
  • Contribute to the development/revision/implementation of the Warfare Development 5-year plan (WD5) and 1-year Warfare Development plan.
  • Document lessons identified/learned and draft ACT's inputs to the revision of Resource Directives.
  • Conduct analysis and develop business cases to identify common funding efficiencies for enduring savings in the Military Budget.
  • Support the Branch's work in Portfolio Management, Warfare Development Planning, and Annual Reporting.
Requirements:
  • Five years' experience in business, economics, administration, management, resourcing, or risk management.
  • Programme or project experience in a complex and dynamic environment.
  • Demonstrate 3 years' experience in briefing senior leaders/decision-makers.
  • Demonstrate 3 years' experience in national or multinational resource management.
  • Experience in risk management, lean, and national or multinational budgeting.
  • Experience with MS Office.
Education:
  • University/Bachelor's degree in business, economics, administration, management, resourcing, or risk management.

  • Norfolk, VA, USA.
Security Clearance:
  • Valid National or NATO Secret personal security clearance.
