Job Overview:

The Program Manager performs and manages complex professional, technical, and administrative duties in support of the Board, including implementing policies, procedures, and programs established by the Board. The Program Manager conducts and manages investigations of complaints, mediation of complaints, and assists the Board with disciplinary actions.

Key Responsibilities:

  • Manage water well construction standards and stay current on new technology.
  • Discard obsolete practices and implement new policies and procedures.
  • Conduct investigations and mediate complaints.
  • Assist the Board with disciplinary actions.
  • Manage licensing, including administering exams and license renewals.
  • Maintain records and databases for each driller.
  • Approve continuing education classes and suggest new classes and training.

Requirements:

  • Professional knowledge of geology, geo-hydrology, sanitary construction standards, and different methods of well drilling/construction.
  • Ability to communicate with other state agencies and state and county legal authorities.

Minimum Qualifications:

  • Bachelor's degree in a scientific field related to groundwater hydrology and geology.
  • Two years of experience in drilling, program administration, policy and procedure development, and conflict resolution.

Special Requirements:

  • Valid driver's license with less than 12 conviction points in the most recent completed 36 months.
  • Ability to climb embankments, walk on uneven surfaces for up to a mile, and crawl through confined spaces such as siphon pipes.
