Compliance Specialist Regulatory

The Public Service Commission seeks a part-time Compliance Specialist to join our Regulatory Compliance team. This team handles consumer relations, water and sewer, telecommunications, and transportation programs to ensure compliance within Montana, guaranteeing fair prices, responsible business practices, and reliable services for Montana customers.

Key Responsibilities:
  • Respond to consumers and negotiate disputes between regulated companies and their customers.
  • Facilitate public comment and access to Commission proceedings.
  • Research, interpret, and audit utility compliance with state laws, administrative rules, utility tariffs, and Commission and utility policies.
  • Assess and prepare reports of consumer assistance requests, including findings and resolution.
  • Recommend corrective actions for violations of laws, rules, tariffs, or policies.
  • Process registrations and insurance compliance documents.
  • Coordinate with staff on dockets and evaluate testimony or comments from parties.
  • Examine and evaluate compliance with regulations for standard and operating ratio-based ratemaking for water and sewer utilities.
  • Monitor and evaluate the use of numbering resources by telecommunications carriers.
  • Evaluate interconnection agreements between incumbent local exchange carriers and competitive carriers.
  • Cross-train with and provide backup coverage for receptionist, document processing, Commission meetings, and other support as needed.
Requirements:
  • Associate's degree and three years of job-related experience. Training assignment considered with no degree or less experience.
  • Related combinations of education, training, and experience may be considered.
  • Preferred experience with consumer relations or assessing compliance with state or federal regulations.

The Montana Department of Public Service Regulation (DPSR) is a small state agency with a big impact. Commonly referred to as the Public Service Commission (PSC), our agency is staffed by a team of approximately 33 professionals in the Legal, Regulatory, and Administrative Services Divisions. The PSC is responsible for supervising monopolistic industries within Montana to ensure fair prices, responsible business practices, and sustainable, reliable service for the Montana customers who rely upon them. Regulated industries currently include privately held power, water, sewer, telecommunications, sanitation, and certain commercial transportation providers. The PSC also plays a vital role in railway and pipeline safety. The agency has a clear and well-defined strategic plan to enhance our operations, work environment, and value to the public. Our team includes seasoned leaders with expertise and institutional knowledge coupled with newly elected commissioners with innovative ideas for the agency.
