Job Overview:

This position is responsible for processing and researching water rights documents and information, assisting the public with water rights questions, providing the central office with data processing support, and providing the office with administrative and secretarial support.

Essential Functions:
  • This position will be responsible for water right processing and research, water right ownership and updates, including ownership transfers, small groundwater developments, stock ponds, etc.
  • This position will require some knowledge of well design, construction, and operation, legal land descriptions, and determining and delineating map locations using the state plan coordinate system.
  • This position also requires the ability to comprehend and communicate basic water law and water right procedures, including water right identifiers such as legal land description, priority date, period of use, flow, volume, place of use, owner, and their interrelationships.
Administrative:
  • Prepares claim payment authorizations.
  • Researches return mail through contact with county officials, water users, and other resources to determine correct address and current ownership of water rights.
  • Administers water well driller examinations.
  • Answers telephone, takes and delivers messages, and receives visitors and provides assistance, or directs to proper staff or agency, using knowledge of state and department organization.
  • Receives and records receipt of various fees, provides a computerized statement to department accounting staff, and makes deposits in a local bank.
  • Determines office supply needs and orders materials necessary to maintain an adequate inventory.
  • Maintains manual office filing systems using alphabetic and numeric filing procedures and general office skills.
  • Receives and distributes mail, prepares outgoing mail and files to be delivered to Helena WRD Central Office, and delivers metered outgoing mail to the U.S. Post Office.
Other Duties:

This position performs a variety of other duties in support of ongoing Division and Department operations, including managing special projects, representing the Division or Department at various meetings and conferences, and participating in ongoing training and educational programs.

Minimum Qualifications:

High School Diploma or Equivalent, plus two years of education in a vocational or post-secondary curriculum, which includes personal computer training, or equivalent job experience.

Required Knowledge and Skills:
  • Working knowledge of Montana water rights and water law, personal computer hardware, standard office practices and procedures, and some familiarity with agriculture, irrigation, stock, domestic, and other water use.
  • Working knowledge of Windows operating system, MS Word, spreadsheet, and database software, and communication software.
  • Some knowledge of water well design, construction, and operation, legal land description, and determining and delineating map locations using the state plan coordinate system.
Skills:
  • Communicating verbally and in writing.
  • Operating office equipment such as photocopy machines, multi-line phone systems, teleconferencing equipment, microfiche reader-printers, fax machines, and hand calculators.
  • Operating and maintaining personal computer systems, Arc View GIS desktop applications, map projections, and relational database proficiency.

Candidates must be eligible to work in the United States and have a valid driver's license with less than 12 conviction points in the most recent completed 36 months.
