Job Summary

This position is a key managerial role in the delivery of behavioral health services for Veterans at the Walla Walla VAMC main campus, Yakima CBOC, Tri-Cities CBOC, Lewiston CBOC, and LaGrande CBOC.

The incumbent has administrative, professional, and technical duties and responsibilities for the management of the continuum of outpatient specialized services.

Key Responsibilities
  • Supervises with decision authority multidisciplinary staff across multi-programs.
  • Develops, with input from the Social Work Chief, policies and procedures that will impact the delivery of Behavioral Health Social Work services.
  • Prepares policies and program guidance as well as develops responses to VHA reports.
  • Reviews all data, subjective and objective, and makes a clinical assessment identifying needs and strengths.
  • Uses advanced clinical training, insight, and experience to interpret data and to identify viable treatment options.
  • Assesses the high risk, factors, acuity, and need for services.
  • Serves Veterans who tend to have frequent and severe crises, lack family or an adequate community support network, be poor at self-monitoring, and frequently fail to comply with instructions and treatment, or have significant deficits in coping skills requiring continued professional biopsychosocial support.
  • Evaluates the client's situation, including the Veteran's reaction and ability to cope arriving at a reasonable conclusion.
  • Performs insightful assessment of serious and complicated cases involving psychiatric illness involving psychiatric, catastrophic medical conditions, dementia, and other high risk diagnoses.
  • Makes independent professional decisions and recommendations for agency action.
  • On an inpatient/outpatient basis, finds a suitable means of treatment to help Veterans and/or significant others cope with stressful situations.
  • Responsible for briefing the VAMC Behavioral Health Chief on management on planning, policies, and interagency coordination.
  • Provide clinical supervision to unlicensed Social Workers and Social Work Associates.
  • Monitors the effectiveness, efficiency, and productivity of the programs, in conjunction with work teams, to assure that professional services provided accurately reflect the policies, needs of the population served, and mission of the organization.
  • Works closely with Behavioral Health Department, Quality Management, The Joint Commission, Council of Accreditation of Rehabilitative Facilities, Professional Services Entities, Public Relations, and Union projects.
  • Works collaboratively with community-based organizations, Veterans service groups and other stakeholders.
  • Talks to other staff and community organizations on topics relevant to Veteran services.
  • Provides for the budgeting and financial management of assigned programs.
  • Modifies services to best meet the treatment needs of Veterans and to promote efficient practice.
  • Coordinates BH Social Work services with other services offered in treatment program assuring such services are complementary and comprehensive.
  • Provides case management services to those Veterans at high social or medical risk, serving as the liaison to other treatment programs.
  • Provides orientation and on-going training to team members.
  • Conducts staff development trainings and takes responsibility for providing opportunities to help staff update their skills and acquire new knowledge in contemporary treatment modalities.
Requirements
  • Must be proficient in written and spoken English.
  • Selected applicants will be required to complete an online onboarding process.
  • Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP).
  • Participation in the Coronavirus Disease 2019 (COVID-19) vaccination program is a requirement for all Veterans Health Administration Health Care Personnel (HCP).
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
  • Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
