POSITION DUTIES AND QUALIFICATIONS

SUMMARY OF DUTIES:
Utilizing professional expertise, the Senior Financial Accountant is responsible for executing a comprehensive array of accounting and reporting functions across all fund categories, including proprietary and fiduciary funds. This role ensures adherence to city, state, and federal regulations, including Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board guidelines.

This position also encompasses the essential functions of the Senior Accountant role.


DUTIES AND RESPONSIBILITIES:


The Senior Financial Accountant within the Business Services Department is tasked with delivering a full spectrum of accounting and reporting services for designated funds, ensuring compliance with GAAP for the City's Annual Comprehensive Financial Report (ACFR).

The role guarantees the accuracy of financial data by recording, verifying, consolidating, and entering transactions.
Work is conducted under the guidance of the Principal Accountant, with responsibilities including leading and mentoring Accounting Technician staff.
Financial Reporting (30%) - Essential

Responsible for preparing and submitting monthly, quarterly, and annual financial statements in line with GAAP for management review.

Employs the City's Enterprise Resource Planning (ERP) system, tenant and landlord ledger systems, bookkeeping software, and Microsoft Excel.

Ensures compliance with applicable regulations, including GAAP, Governmental Accounting Standards Board standards, and Office of Management and Budget (OMB) Circulars.

Account Reconciliation (20%) - Essential
Maintains the integrity of financial information through thorough review and reconciliation of accounting transactions. Verifies, consolidates, and enters corrected entries into the system.

Prepares and records asset, liability, revenue, and expense entries by analyzing account information using the City's systems and software.

Manages city-wide accounting records for long-term liabilities, ensuring accurate tracking and compliance with ACFR note disclosures.
Grant Funding (15%) - Essential
Records grant revenues and expenditures in current systems, including QuickBooks. Conducts variance analysis and evaluates city-wide trends to ensure financial data accuracy and budget-to-actual comparisons.
Customer Service (10%) - Essential
Acts as a liaison with internal and external stakeholders regarding city-wide accounting matters, providing assistance in reviewing and researching information as necessary.
Financial Audit (10%) - Essential

Assists in the preparation and compilation of supporting documentation for the fiscal year-end financial audit utilizing the City's ERP system or other software.

Responds to auditor inquiries via email, during meetings, or by providing necessary documentation.
Lead (10%) - Essential
Supports the supervisor in leading tasks as required. Provides system support to junior staff and cross-trains to offer backup assistance.
Other Duties as Assigned (5%) - Non-Essential
Performs additional duties and tasks as assigned, contributing to special projects as needed.

MINIMUM REQUIRED QUALIFICATIONS:


Education:
Bachelor's degree

Work Experience:
Two (2) years of relevant experience

PREFERRED QUALIFICATIONS:
Five (5) years or more experience in bookkeeping or accounting. Familiarity with Generally Accepted Accounting Principles (GAAP). Demonstrates strong technical accounting capabilities.

Exhibits intermediate proficiency in creating and managing spreadsheets, with preferred knowledge of Microsoft Office products, particularly Excel. Experience in grant financial management and familiarity with ERP systems, including Workday and Advantage.
