Lead Financial Accountant

SUMMARY OF DUTIES:
Utilizing professional expertise, this role encompasses a comprehensive array of municipal accounting and reporting responsibilities across all fund categories, including proprietary and fiduciary funds. The position ensures adherence to city, state, and federal regulations, such as Generally Accepted Accounting Principles (GAAP) and standards set by the Governmental Accounting Standards Board.
The Senior Financial Accountant is also expected to fulfill all critical functions associated with the Senior Accountant role.

Position Specific Overview
The Senior Financial Accountant within the Business Services Department is tasked with executing a full spectrum of municipal accounting and reporting for designated funds, which may include proprietary and fiduciary funds, all prepared in compliance with GAAP for the Annual Comprehensive Financial Report (ACFR).
Work is conducted under the guidance of the Principal Accountant, with responsibilities including leading and mentoring Accounting Technician staff.
Key Responsibilities
Financial Reporting (30%) - Essential
Generates and submits monthly, quarterly, and annual financial statements in line with GAAP for managerial review.
Ensures compliance with municipal, state, and federal regulations, including GAAP and OMB Circulars.
Account Reconciliation (20%) - EssentialMaintains the integrity of financial data through the review and reconciliation of accounting transactions. Verifies, consolidates, and enters corrected entries into the system.
Prepares and records asset, liability, revenue, and expense entries by compiling and analyzing account information utilizing the city's systems and software.
Oversees city-wide accounting records for long-term liabilities, ensuring accurate tracking and disclosures in the ACFR.Grant Management (15%) - Essential
Records grant revenues and expenditures in current systems, including QuickBooks. Conducts variance analysis and evaluates city-wide trends to confirm the accuracy of financial data and budget comparisons.
Stakeholder Engagement (10%) - Essential
Serves as a liaison with internal and external stakeholders regarding municipal accounting matters and communicates effectively with customer departments. Assists in reviewing and researching information as necessary.
Financial Auditing (10%) - Essential
Contributes to the preparation and compilation of supporting documents for the fiscal year-end financial audit using the city's ERP system or other software.
Leadership Support (10%) - Essential
Assists the supervisor in leading tasks as required. Provides system support to junior staff and cross-trains to offer backup assistance.
Additional Duties (5%) - Non-Essential
Performs other tasks as assigned and supports special projects as needed.

Bachelor's degree
Work Experience:
Two (2) years of relevant experience

PREFERRED QUALIFICATIONS:
Five (5) years or more experience in bookkeeping or accounting. Familiarity with Generally Accepted Accounting Principles (GAAP) and strong technical accounting skills are essential.
Intermediate proficiency in creating and managing spreadsheets, with preferred knowledge of
Microsoft Office Products:

Experience in managing grant finances and working with ERP systems, including Workday, Advantage, etc.

The salary range for this position is reflective of the full compensation structure. Individual placement within this range is determined by the candidate's experience, education, skills, and abilities relevant to the role. Salary placement typically occurs between the minimum and midpoint of the salary range.
