United Way Miami, Inc. is seeking a Specialist I in Early Childhood Intervention. This role is essential in ensuring that Grantees comply with Head Start/Early Head Start Performance Standards and state and local regulations regarding Mental Health and Special Needs services for young children. The Specialist is tasked with supporting Grantee Early Head Start Programs in developing and executing systems and procedures for delivering high-quality Mental Health and Special Needs services. This position involves providing training, monitoring, and technical assistance to Grantee Early Head Start Programs.

Key Responsibilities:

  • Ensure that all Early Head Start-Child Care Partnership (EHS-CCP) Program staff document their efforts and establish systems to enroll a minimum of 10% of children with disabilities.
  • Monitor the quality of services delivered by Service Partners in the area of Disability.
  • Conduct monitoring visits and review disability folders, plans, Part C & Local Education Agency (LEA) agreements, and mental health service provider contracts.
  • Ensure all documentation regarding interventions, follow-up, and feedback to staff and parents is completed by the Mental Health Consultant and therapy service providers.
  • Monitor, track, and support the development of children's IFSP/IEP implementation plans.
  • Conduct classroom observations upon request and provide feedback to Grantee, Family Engagement, Mental Health staff/consultants, and teaching staff.
  • Promote coordination and integration of Education, Disabilities, Mental Health, and Health services teams.
  • Develop training, resources, and technical assistance to address the EHS-CCP program needs at the Grantee level.
  • Participate in the evaluation of EHS-CCP program services through the annual self-assessment/validation process.
  • Assist in the development and review of the EHS-CCP Disabilities work plan.
  • Participate in the Grantee training and technical assistance planning process around Disabilities and Mental Health services as needed.
  • Maintain up-to-date files and case notes on all work performed.
  • Make recommendations for systems needed to support the area of Disabilities.
  • Ensure Disabilities and Mental Health services are provided promptly as outlined in the contract and that programs meet Head Start/Early Head Start Performance Standards.
  • Act as a collaborative member of the Grantee Support Services Team.
  • Implement and coordinate Disabilities/Mental Health Coordinator Quarterly Content Area Meetings.
  • Collaborate with Part C and LEA stakeholders and other community organizations to create agreements for accessing services and supporting children with suspected or identified disabilities.
  • Become proficient in using Child Plus for managing and documenting all work done with children, families, and partnering organizations.
  • In collaboration with care providers, develop transition plans for all children with disabilities.
  • Ensure each child with a diagnosed disability has an IFSP that is updated annually with parent participation and consent; order equipment and materials as needed to meet the needs of children with disabilities.
  • Support staff in meeting all 45-day requirements related to EHS.
  • Keep parents informed of all programs for children receiving therapies at early care and education centers.

Education Requirements: A Bachelor's Degree in Special Education or a related field is required. A Master's degree is preferred. 15 Professional Development (In-Service) hours per year, including CPR.

Experience Requirements: Two years of experience in the field of Disabilities is desirable. Experience working with teachers, young children, and their families is preferred. Experience in a Head Start/Early Head Start or similar early childhood program is beneficial.

Technology Requirements: Proficiency in modern web browsers, Intermediate Word, Beginning Excel, and Beginning Outlook.
