Job Summary

We are seeking a highly skilled Procurement Specialist to join our team at Navy Exchange. As a key member of our contracting team, you will assist in performing contracting functions and play a vital role in ensuring the successful acquisition of goods and services.

About the Role
  • You will prepare solicitation and purchase order documents, selecting appropriate clauses and ensuring clear and complete specifications.
  • Assist in reviewing and preparing Requests for Proposals (RFPs).
  • Analyze and evaluate proposals received, making recommendations to the supervisor for contract award based on factors such as price, delivery terms, contractor responsiveness, and conformance with contract-specific requirements.
  • Perform post-award contract administration functions, including assembling and maintaining contract files/packages, abstracting bids, processing amendments and modifications, processing delivery orders, and maintaining required records of contracting activities/actions.
Key Responsibilities
  1. Serve as Contracting Officer within prescribed limitations, operating ADP equipment in the performance of duties.
  2. Collect, summarize, and analyze data required for contract actions, communicating information pertaining to timeliness of the procurement action process, purchase order delivery status, and other procurement statistics.
  3. Prepare and track various correspondence, contracting documents, etc., in accordance with prescribed procedures under minimal supervision.
Requirements

To be successful in this role, you must possess:

  • A 4-year bachelor's degree in any field or at least 24 semester hours in fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • One year of experience providing an understanding of the basic principles and concepts of procurement business and/or contracting program requirements.
