Position Summary

The Senior Accountant will plan, develop, and oversee the daily operations of the Finance Department, ensuring that Quantum maintains a robust financial framework. Key responsibilities encompass personnel management, establishing financial goals, policies, and practices, supervising accounting and control functions, and managing contracts associated with federal grants.
  • Directs the daily operations of the Finance Department in alignment with the objectives set by the CEO.
  • Implements and manages the internal accounting control system, which includes setting budgets, cost standards, and necessary controls and procedures to execute the financial plan. Ensures compliance with generally accepted accounting principles, corporate standards, and contractual obligations.
  • Reviews and authorizes budgets, financial statements, and other reports for the Operations team; evaluates budgets and reports concerning the organization's contracts with funding sources.
  • Supervises and facilitates the negotiation and execution of contracts with federal grant partners, ensuring adherence to contractual obligations and providing insights on financial matters related to programs, contracts, and subcontracts.
  • Oversees the annual financial audit and various agency audits conducted throughout the year.
  • Advises management on fiscal operations and contractual responsibilities with funding sources.
Additional Responsibilities

Conducts analysis of actual financial performance against operational plans and standards, providing management with insightful interpretations of the results.

Assists the President in developing corporate objectives and executing special initiatives.

Contributes to team success by performing additional duties as assigned.

Qualifications

Bachelor's Degree in accounting, finance, business administration, or a related discipline (Master's Degree preferred).

Certified Public Accountant (CPA)
  • A minimum of ten years of accounting experience with increasing responsibility in fiscal/financial management, particularly in government contract management.
  • Demonstrated supervisory skills essential for effectively managing daily operations and administration of the assigned function.
  • Strong interpersonal skills necessary for effective communication with partners and employees, as well as for negotiating contracts with funding partners.
  • Ability to manage pressures associated with meeting deadlines, multitasking, and maintaining attention to detail while organizing projects within the broader organizational context.
