The HANDS portfolio is diverse, small, and expanding: 65 affordable units (46 commercial and 19 residential) with ongoing developments in mixed-use, 1-3 family homes, and renovations. As Community Housing Supervisor, you will directly oversee the complete management of this portfolio. This role reports to the CEO and collaborates with senior staff to integrate and expand this line of business within the organization.

Key Responsibilities
Leadership in Operations
  • Develop, refine, and implement operational policies and procedures for property management.
  • Conduct regular site visits to ensure adherence to physical standards.
  • Focus on resident retention practices within policies and procedures.
  • Implement best practices for operational procedures including:
    • rent collection
    • evictions
    • property management accounting
    • budget oversight
    • maintenance
    • unit turnover protocols
    • procurement
  • Manage relationships and prepare for inspections with municipalities, regulatory agencies, lenders, and investors. Ensure timely responses to findings or citations.
  • Monitor compliance and reporting for affordable housing units as required.
  • Oversee the preparation and implementation of preventive maintenance programs, identify capital needs, and ensure readiness for physical inspections.
  • As the portfolio expands, oversee the hiring, training, and evaluation of new staff.
  • Ensure each property has a tailored management and marketing plan to guide site staff in marketing, leasing, management, and maintenance.
  • Represent HANDS in property management discussions with tenant advocates, governmental agencies, funders, and other stakeholders.
  • Manage annual tenant satisfaction surveys.
  • Effectively manage vendor relationships.
Property Management
Leasing & Collections
  • Execute marketing and outreach strategies for all residential properties while adhering to fair housing laws.
  • Show and lease units, addressing all inquiries.
  • Collaborate with brokers to ensure timely leasing of commercial spaces.
  • Monitor lease provisions for chargebacks and expenses.
  • Ensure consistent enforcement of lease provisions, including late payment and nonpayment policies.
  • Oversee rent collection procedures and review results with senior staff monthly.
  • Manage commercial lease improvements as negotiated.
  • Approve tenant improvements (commercial).
  • Ensure completion of move-in checklists (residential).
Budget Oversight
  • Develop annual site budgets and submit them for approval in a timely manner.
  • Authorize all rent adjustments, write-offs, and reimbursements.
  • Conduct monthly financial reviews with senior staff to ensure budget compliance and address variances.
  • Review long-term capital plans for properties as necessary.
  • Prepare and present monthly reports on key property performance indicators (occupancy, budget performance, average days vacant, rental collection rates, etc.) to the leadership team.
Maintenance Management
  • Conduct regular monthly inspections of properties.
  • Perform unit inspections at least twice a year and during turnovers.
  • Maintain a list of approved, adequately insured vendors.
  • Schedule routine cleaning and preventive maintenance.
  • Respond to emergency calls, available on a 24/7 rotating schedule.
  • Manage all work orders and maintenance requests.
  • Coordinate access to properties for vendors and utilities as needed.
  • Manage keys and security for all properties.
  • Complete inspection forms with tenant sign-off (residential).
Required Qualifications:
  • 4-5 years of property management experience in progressively responsible roles within affordable rental housing.
  • Experience in commercial leasing.
  • Strong understanding of local and federal Fair Housing laws.
  • Bachelor's degree in management/finance or equivalent industry experience.
  • Excellent interpersonal, written, and verbal communication skills.
  • Proficiency in Microsoft Office and related industry software.
  • Strong leadership, team-building, and negotiation skills.
  • Valid Driver's License and auto insurance in good standing.
  • Physical ability to walk properties, climb stairs, and show units.
  • Ability to lift up to 20 lbs.
  • Demonstrated experience in effective communication with residents, staff, supervisors, vendors, etc.
Desired Qualifications:
  • Knowledge of the HOME, Section 42 Low-Income Housing Tax Credit program, and other similar affordable housing programs.
  • Understanding of housing development and financing.
  • Experience in community development.
  • Knowledge of Spanish is a plus.
  • Familiarity with commercial leasing.
  • Experience with insurance review and placement.
  • Knowledge of energy efficiency and sustainable practices.
The Community Housing Supervisor will be based out of the main office.
