Position Overview

Chenega Enterprise Systems & Solutions, LLC, a subsidiary of Chenega Professional Services, is seeking a Senior Program Analyst to provide essential support to the Department of Homeland Security (DHS) Customs and Border Protection (CBP). This role involves leading a dedicated team within the CBP Office of Acquisitions (OA), Mission Support Division (MSD), delivering comprehensive administrative, communication, data analysis, strategic planning, and program management assistance.

Key Responsibilities

  • Oversee and guide a small team to meet all MSD task area objectives.
  • Facilitate Freedom of Information Act (FOIA) requests, including maintaining the Microsoft SharePoint site and ensuring the accuracy and completeness of FOIA submissions; provide metrics and updates for reporting purposes.
  • Assist the Audits Division with both internal and external audits, addressing related information requests as necessary.
  • Support the Government in handling Congressional, OIG, and higher headquarters tasks.
  • Contribute to the preparation of SES and headquarters-level briefs, white papers, and memos to support strategic recommendations.
  • Develop and manage project plans, ensuring tasks and schedules are tracked effectively.
  • Assist the Government project manager in prioritizing team objectives.
  • Support the creation of acquisition milestone documentation and conduct acquisition portfolio reviews.
  • Prepare summaries, analyses, reports, charts, graphs, instructions, memoranda, and manuals/reference materials for benchmarking or inclusion in reports.
  • Engage with senior management levels.

Qualifications

  • At least 10 years of relevant experience.
  • In-depth knowledge of the Federal Acquisition Regulation (FAR), Freedom of Information Act, and the DHS Acquisition Manual (HSAM), along with other regulatory and policy supplements.
  • Familiarity with Government Accountability Office and Office of Inspector General audit requests and processes.

Knowledge, Skills, and Abilities

  • Exceptional oral and written communication skills, fluent in English.
  • Proven initiative, sound judgment, and effective decision-making capabilities.
  • Strong organizational skills with a detail-oriented approach.
  • Self-starter with experience supporting senior Government leaders and professionals.
  • Ability to research, gather, and synthesize complex data.
  • Capability to present findings and recommendations to management.
  • Proficient in Microsoft Word, Outlook, Excel, Access, PowerPoint, and SharePoint.
