This role is integral to supporting NASA Langley Research Center (LaRC) under the Center Maintenance, Operations, and Engineering (CMOE) contract. A strong understanding of NASA LaRC's environmental policies and procedures is essential. Proficiency in State and Federal environmental regulatory frameworks and compliance measures during construction activities is required, covering areas such as stormwater management, erosion control, chemical tracking, spill prevention, HAZMAT response, waste management, and NEPA and DOT requirements. Regular communication with NASA clients regarding the status of environmental projects is expected.

Key Responsibilities:

  • Provide expert technical assistance to ensure adherence to all Federal, State, and local environmental regulations and NASA LaRC's environmental policies, including but not limited to:
    • Air quality permitting, waste management, SWPP/SPCC plans, water pollution control, spill response planning, emergency preparedness, tank management, and knowledge of the NEPA review process for infrastructure and transportation projects.
    • Conduct internal environmental assessments of CMOE-operated facilities and subcontractor site inspections to ensure compliance with all relevant environmental laws and best practices.
    • Review and assess Construction Contractor Environmental Plans, including Erosion Control, Storm Water Management, and Waste Management Plans for regulatory compliance.
    • Provide insights and solutions for complex environmental challenges.
    • Oversee environmental compliance programs related to air quality, stormwater, solid waste, hazardous materials, and pollution prevention.
    • Recommend improvements and corrective actions to mitigate environmental risks across various media.
    • Maintain accurate chemical inventories in NASA's Chemical Materials Tracking System (CMTS) and certify inventory quarterly.
    • Act as the primary contact for NASA LaRC Environmental compliance initiatives.
    • Collect and analyze environmental samples, including soil and hazardous materials.
    • Conduct fieldwork and manage subcontractors, adapting to changing site conditions and regulatory requirements.
    • Coordinate waste management activities with NASA Environmental to ensure compliance with handling practices.
    • Participate in multi-media audits to assess compliance and recommend necessary actions.
    • Engage in the CMOE HAZMAT Response Team.
    • Review Safety Data Sheets for hazard identification and environmental impact.
    • Maintain certifications in RCRA, DOT Hazmat, HAZWOPER SWM Inspector, and ESC Inspector.

Qualifications:

U.S. Citizenship is required. A minimum of two (2) years of college or vocational training in a relevant field, combined with eight (8) years of pertinent experience, or an equivalent combination of education and experience totaling ten (10) years is preferred.

  • 5-10 years of experience in a transportation/facilities environment with a focus on Environmental and Health compliance.
  • Proficient in Microsoft Office applications, particularly Excel.
  • Demonstrated ability to work independently with strong attention to detail and organizational skills.
  • Excellent analytical, problem-solving, and communication skills.
  • Experience collaborating with state or local regulatory agencies.
  • Familiarity with Federal and State regulatory requirements.
  • Knowledge of emission control technologies for compliance assurance.
  • Ability to meet the physical demands of the position with or without reasonable accommodations.

Work Environment:
This position primarily involves an office environment (70%), with exposure to test/industrial/construction environments (30%). Travel between facilities and field sites is required, which may involve exposure to high noise levels and hazardous equipment. Regular attendance at meetings, both in-person and virtual, is mandatory.

Physical Requirements:
Ability to enter confined spaces and navigate various assemblies while prioritizing safety. Potential exposure to hazardous materials and noise levels. Personal protective equipment and training will be provided. Must be able to walk, stand, bend, twist, and sit for extended periods, as well as climb, crawl, and lift up to 35 lbs.

Other Essential Functions:
U.S. Citizenship is required. Must work effectively in a team setting and demonstrate professional behavior that fosters productivity and collaboration. Ability to analyze and critique environmental considerations in written plans. Must maintain appropriate grooming and dress standards. Must balance project scope, schedule, and budget to ensure success. The role requires cooperation with individuals at all organizational levels and the ability to obtain and maintain a security clearance as necessary. A valid driver's license is also required.
