Director of Community Development & Planning

The City of Mill Creek is on the lookout for a seasoned professional to take on the role of Director of Community Development & Planning. This pivotal position is part of the City's Leadership Team, committed to fostering excellence in local governance.

The ideal candidate will excel in a dynamic environment poised for growth and innovation, utilizing their expertise and leadership capabilities to steer their department while collaborating with a diverse team dedicated to making a significant impact on the Mill Creek community.

In alignment with our Growth Management Act housing and employment objectives, the Mill Creek City Council has designated the original downtown core for mixed-use development, allowing for structures of up to 6 or 7 stories. This initiative aims to leverage the area's proximity to two Bus Rapid Transit lines, enhancing connectivity to the forthcoming Light Rail in the region. We seek an individual with the skills and experience necessary to lead a comprehensive planning initiative that extends the renowned Mill Creek Town Center to the southern gateway of the City, featuring redesigned streetscapes, new public plazas, and the potential for accommodating 3,800 new residents by 2044.

This is an exciting period for Mill Creek as we strive to maintain our community's character while seizing new opportunities. Reporting directly to the City Manager, this role will convene Council members, community stakeholders, property owners, developers, and staff to collaboratively plan and guide development efforts. The selected candidate will have the chance to influence the City's growth trajectory and leave a lasting legacy.

About Mill Creek

Established in 1983, the City of Mill Creek is situated in Snohomish County, Washington, and serves a population of over 21,000 residents. Originally designed as a master-planned golf course community in the 1970s, Mill Creek has evolved into a vibrant destination for shopping and social engagement, centered around the award-winning Mill Creek Town Center. This Town Center features a series of pedestrian-friendly plazas in a park-like environment, housing over 70 locally owned and franchised retail establishments and services. Mill Creek is also home to a physically active community, boasting 11 attractive parks and over 23 miles of nature trails.

The City primarily consists of residential neighborhoods, including single-family homes, townhomes, condominiums, and apartments, all set within a beautifully landscaped natural environment. The median home price in Mill Creek reflects its desirability, showcasing the community's appeal.

While the City is known for its stunning landscapes and shopping options, it is the residents who truly define Mill Creek's character. Visitors quickly recognize the strong sense of community and the residents' commitment to their city and fellow citizens. Mill Creek offers a small-town atmosphere enriched by urban amenities.

Position Responsibilities

The next Director of Community Development & Planning (DCDP) will play a crucial role in assisting the City Council, City Manager, Planning Commission, and community in establishing strategic goals for the next two decades. This includes the City's Comprehensive Plan for 2024, which encompasses land use and zoning plans for the Mill Creek Boulevard subarea and potential future developments.

The ideal candidate will be a consensus builder and an effective communicator, understanding the importance of listening as part of the communication process. They will have the ability to convey complex concepts in accessible terms and will embody high integrity and transparency, ensuring that the City Manager, City Council, and the public remain informed.

Another key priority for the next DCPD will be to facilitate the strategic development of a 19-acre property adjacent to the Mill Creek Sports Park, known as the Dobson Remillard Church Cook property (DRCC) site. The City has initiated a planning process to identify potential uses for this site and has secured state funding to continue this effort.

General Responsibilities

The Director will oversee the Community Development & Planning Department, which includes both short- and long-range planning divisions as well as the Building Division.

Key Duties Include:

  1. Providing leadership and management for the Community Development & Planning Department, including overseeing staff, resources, and budget.
  2. Directing planning programs and projects, including the development and implementation of the City's Comprehensive Plan and associated regulations.
  3. Advising the City Manager and staff on development-related issues, including infrastructure, land use planning, and economic development.
  4. Managing economic development initiatives and serving as a liaison for related programs.
  5. Establishing policies and procedures for planning and building inspection services.
  6. Ensuring compliance with zoning, subdivision, and development ordinances.
  7. Overseeing the development review process and responding to inquiries regarding development standards.
  8. Coordinating agendas and reports for the Planning Commission and Design Review Board.
  9. Representing the City on planning and development issues with neighboring jurisdictions.
  10. Managing the acquisition and development of lands, including grant applications and design contracts.

Qualifications:

A Bachelor's degree in urban planning or a related field, combined with six years of progressively responsible experience in public planning, including three years in a supervisory role, or an equivalent combination of education and experience. A Master's degree in a related field may substitute for one year of required experience.

Licenses/Certifications:

• A valid Washington State driver's license and an insurable driving record are required.

Preferred Qualifications:

• Membership in AICP is preferred.

• Five years of progressively responsible experience in local government planning within Washington State.
