Job Summary:

We are seeking a highly skilled Contract Administration Manager II to join our team at the Texas Department of Aging & Disability Services. This is a challenging role that requires advanced knowledge of contract administration and management principles, policies, and procedures.

Key Responsibilities:
  • Negotiate and develop complex IT contracts with a total contract value greater than $10 million.
  • Provide technical support for a wide range of information technology contracts and ensure compliance with contract terms and department policies.
  • Contribute to the development and review of key performance measures and deliverables for contracts.
  • Lead negotiation strategies, prepare contract documents, and perform quality assurance activities to ensure policy compliance.
  • Render opinions and advice regarding drafting and administering contracts and provide technical assistance in the development of contracts or amendments.
  • Coordinate with HHSC PCS and HHS system agencies regarding contract procurement and execution activities.
  • Interpret federal regulations, state statute, agency administrative rules, and policies.
  • Conduct reviews of contractor invoicing, fiscal data, and eligibility determinations for compliance with contract terms and department policies and processes.
Requirements:
  • Advance knowledge in leadership, information technology, and procurement and contract management and administration principles, policies, and procedures.
  • Advanced knowledge of negotiation strategies and techniques, of contract administration and cost monitoring for large scope or high-dollar value contracts.
  • Ability to mentor co-workers, gather, assemble, and correlate data, and exercise sound judgment in making critical decisions.
  • Ability to interpret complex data, interpret and apply policies, procedures, and regulations, and evaluate material data for reasonableness, necessity, and conformity with contract requirements.
Working Conditions:

This is a challenging role that requires working under limited supervision with considerable latitude for the use of initiative and independent judgment.
