Project Management Specialist

This role involves overseeing significant projects that necessitate enhanced management and monitoring to alleviate contractual and operational risks.
Key Responsibilities
1. Facilitate the execution of tasks and associated initiatives to ensure successful program delivery.
2. Ensure that resource allocation aligns with established policies to guarantee that expenditures are authorized and consistent with budgetary obligations.
3. Supervise project managers in the formulation of intricate project timelines and financial plans for final endorsement.
4. Provide guidance in creating and sustaining effective project management methodologies.
5. Mentor team members in managing multifaceted projects by controlling project parameters such as cost, budget, timeline, scope, and quality.
6. Represent the organization at various meetings, briefings, and conferences, engaging with both internal and external stakeholders regarding proposed or sanctioned projects.
7. Assist the Civil Works Branch Chief in executing the program.
Conditions of Employment
Appointment may be contingent upon a suitability or fitness assessment, as determined by a comprehensive background investigation.
This position mandates the submission of a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.
Qualifications
Eligibility:
Applicants must meet one of the employment authority categories to qualify for this position. Documentation proving eligibility will be required.
Experience Requirements:
Experience encompasses both paid and unpaid work, including volunteer roles through National Service programs and other organizations. All qualifying experience will be credited.
Your resume must explicitly detail your relevant experience; if qualifying through education, transcripts will be necessary.
Specialized Experience:
One year of specialized experience that includes:
1. Supervising project managers or team members in the planning, design, and execution of complex civil works projects, such as levees, dams, or hydropower initiatives.
2. Leading interdisciplinary teams to deliver intricate water resource management projects on schedule, within budget, and in compliance with policies and procedures.
3. Advising senior leadership on challenging technical issues related to large-scale civil works projects.

Additional Information:
Applicants must provide proof of U.S. Citizenship. A one-year trial/probationary period may be required. Direct deposit of pay is mandatory. Selection is subject to restrictions from the Department of Defense referral system for displaced employees.
