Key Responsibilities:
As a Program Manager, you will be responsible for overseeing large-scale projects that necessitate enhanced supervision and meticulous tracking to minimize contractual and project-related risks.

Project Coordination:
Facilitate the execution of tasks and associated efforts to ensure successful program delivery.

Ensure that resource allocation adheres to established policies, guaranteeing that expenditures align with budgetary commitments.


Leadership and Oversight:
Supervise project managers in crafting intricate project schedules and budgets for final endorsement.
Provide guidance in the establishment and maintenance of effective project management methodologies.

Mentor team members in managing complex projects by controlling key project parameters such as cost, budget, schedule, scope, and quality.


Representation:
Act as a representative at meetings, briefings, conferences, and hearings with both internal and external stakeholders regarding matters related to proposed or sanctioned projects.
Assist the Civil Works Branch Chief in executing the program.

Employment Conditions:
Appointment may be contingent upon a suitability or fitness assessment, as determined by a completed background investigation.

This position requires the submission of a Confidential Financial Disclosure Report (OGE450) upon entry and annually thereafter.

Eligibility:

Experience Requirements:
Experience encompasses both paid and unpaid work, including volunteer activities through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Credit will be granted for all qualifying experience, including volunteer work. Your resume must clearly outline your relevant experience; if qualifying based on education, transcripts will be required as part of your application.


Specialized Experience:
One year of specialized experience is required, which includes:
1) Supervising subordinate project managers or team members in the planning, design, and construction of complex civil works water resources development projects, such as levees, dams, or hydropower projects;
2) Leading multi-disciplinary teams to deliver complex water resource management projects on schedule, within budget, and in compliance with policies and procedures; AND
3) Advising senior leadership on challenging technical issues in support of large civil works water resources development projects.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service.
