Key Responsibilities

  • Conduct complex planning, implementation, funding and analytical projects and programs
  • Manage operating projects and programs
  • Conduct multimodal corridor studies and analyses in support of planning and programming efforts, with a particular focus on freight movement through regional transportation corridors
  • Support the development of competitive grant applications for state and federal funding through project development, corridor planning, analysis, research, writing, advocacy, and other related items
  • Conduct research and program development work related to the advancement of technology and innovation in project and program development, and in corridor planning efforts
  • Support the development and implementation of Metros Vision 2028, Long Range Transportation Plan, Goods Movement Strategic Plan, and associated planning efforts
  • Assume management responsibility on major transportation and research studies and projects
  • Apply, develop, and evaluate analytical, quantitative and statistical tools and their results
  • Provide technical support and make presentations to public and private groups on Metro projects and programs
  • Participate in regional and statewide transportation forums
  • Participate in developing program guidelines, strategies, and policies
  • Negotiate and execute cooperative agreements and Memorandums of Understanding with various agencies
  • Provide technical and policy guidance on Metro plans, programs and projects
  • Develop and negotiate scopes of work, financial plans, schedules, contracts, and agreements
  • Evaluate proposed legislation for impacts on specific plans, programs and projects
  • Develop and monitor forecasts, impacts and budgets for plans, programs and projects
  • Evaluate the costs, benefits, and risks of alternative funding plans, programs, and projects
  • Manage contractor/consultant contracts
  • Prepare invoices of revenues and allocate to accounts
  • Analyze and manage contractor budgets
  • Promote supporting development along transit lines and transportation corridors
  • Prepare comprehensive reports, correspondence and presentations
  • Supervise subordinate staff
  • Communicate and implement safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintain accountability for the safety performance of all subordinate employees

Requirements

  • Bachelor's degree in Urban or Transportation Planning, Engineering (Civil, Transportation, Structural, Industrial, Mechanical, Architecture, etc.), Business, Public Administration, Political Science, Urban Design, Public Policy, Economics, or other related field
  • 5 years of progressively responsible experience in transportation planning, project management, urban design, transportation system design and research, and travel simulation and demand modeling, transportation finance, operations planning, or other related area, which includes a minimum of one year of experience in leading the multimodal planning efforts
  • Masters degree in a related field is desirable

Preferred Qualifications

  • 5 years of progressively responsible experience in transportation planning, including two years of experience in freight planning and/or highway corridor planning and/or multimodal corridor planning
  • Experience conducting research, policy analysis, developing funding strategies, and grant-writing

Knowledge and Abilities

  • Theories, principles, and practices of transportation planning and land use, business and public administration
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies and funding sources for a public agency
  • Organization and processes of local, regional, state and federal government, including legislative and funding processes and policies
  • Financial, analytical, statistical, and mathematical methods and procedures
  • Modern management theory
  • Communicate effectively orally and in writing
  • Interact professionally with various levels of Metro employees and outside representatives
  • Represent Metro before the public
