Program Overview:

PHS manages substantial funding from both private and public sources, including federal, state, and city allocations, aimed at improving public health and human services for at-risk populations. Our comprehensive contracting and management services equip essential organizations with the financial and administrative support necessary for effective project implementation.

Role Summary:

The Portfolio Manager will report to the Senior Director and will be responsible for leading a team of contract professionals in the management of intricate contracts and agreements, primarily funded by government sources. This role is crucial in ensuring compliance with relevant regulations and adherence to PHS policies.

Key Responsibilities:

  • Lead, manage, and mentor a team comprising Senior Contract Managers, Contract Managers, Contract Coordinators, and Contract Support Analysts throughout the entire contract management lifecycle, from initiation to execution, oversight, and closure. Ensure accountability and effective workflow management.
  • Guarantee adherence to all policies and procedures related to contract negotiation, monitoring (both programmatic and financial), amendments, and closures; comprehend funding agreements; and deliver precise and timely work.
  • Promote a culture of teamwork and collaboration within the Portfolio and across PHS departments, fostering an environment where diverse ideas are respected and conflicts are resolved efficiently.
  • Collaborate with the PHS Procurement Team in the request for proposal processes by reviewing and refining concept papers and draft solicitations.
  • Continuously seek opportunities for process improvement and efficiency while ensuring compliance.
  • Advise the Senior Director on solicitation and contract matters, identifying potential risks, facilitating internal issue reviews, and obtaining resolutions; exercise sound judgment regarding the involvement of other organizational levels when necessary.
  • Effectively manage relationships with internal leadership, external stakeholders, subrecipients, and vendors to resolve contract-related issues optimally.
  • Represent Public Health Solutions in external engagements related to the Portfolio.
  • Perform additional related duties as required.

Qualifications:

  • Bachelor's degree with a minimum of 8 years of relevant experience.
  • At least 5 years of experience managing government-funded contracts, including the development and review of funding agreements, budgets, scopes of work, and financial statements.
  • Comprehensive knowledge of applicable federal, state, and local laws and regulations regarding the receipt and distribution of funds through agreements with subrecipients, contractors, and consultants. Familiarity with CDC, HRSA, ASPR, and/or NYC Health and Human Services policies is highly preferred.
  • Prior experience in a supervisory role.
  • Strong negotiation and drafting skills, with an understanding of key issues in government contracts and the ability to advise senior management on contractor spending and compliance.
  • Excellent analytical and problem-solving abilities.
  • Proven capability to manage work under tight deadlines and pressure.
  • Strong interpersonal skills with a collaborative approach to achieving common goals.
  • Adaptable and open to organizational change.
  • Exceptional verbal and written communication skills.
  • Proficient in Microsoft Office applications.
