OBJECTIVE:

The Chief Financial Strategist is tasked with overseeing and directing the financial and operational affairs of the Somerville School District, ensuring the integrity of financial practices while optimizing resources to enhance educational services and experiences for students.

KEY RESPONSIBILITIES:
  • Oversees the financial operations of the District in alignment with municipal, state, and federal regulations, adhering to policies established by the School Committee;
  • Manages all financial accounting functions including budgeting, accounts payable, payroll, and contract services;
  • Implements and maintains financial systems to guarantee precise accounting, analysis, and forecasting, ensuring the integrity of financial data;
  • Prepares and manages the annual budget in collaboration with the Superintendent, engaging with stakeholders to align budgetary needs with District strategies and compliance requirements;
  • Delivers comprehensive budget presentations annually;
  • Conducts regular financial analysis and advises the Superintendent and School Committee on fiscal matters, producing detailed reports and projections;
  • Directs the management of revenue streams and expenditures related to District programs funded by federal and state governments, private grants, and other sources;
  • Acts as the purchasing agent for the District, ensuring compliance with all relevant regulations and overseeing the procurement process;
  • Implements systems for accurate inventory management of supplies and equipment;
  • Collaborates with the Technology Director to oversee the Technology Attrition Plan;
  • Monitors departmental expenditures to maintain fiscal integrity, approving invoices and managing financial records;
  • Serves as the liaison to the municipal Finance Department for fiscal management;
  • Assists in long-term planning for effective use of facilities;
  • Coordinates with the municipal Department of Public Works for building maintenance and improvements;
  • Supervises District support services including School & Nutritional Services and transportation;
  • Develops and manages the annual Capital Improvement and Equipment Plans;
  • Oversees finance staff, including payroll and accounts payable;
  • Ensures compliance and effective management of grants in collaboration with program leads;
  • Provides fiscal oversight for ancillary programs, including food services and community programs;
  • Participates in School Committee meetings as directed;
  • Prepares required financial reports and compliance audits;
  • Reviews state and federal grant applications for alignment with District goals;
  • Ensures all grant reporting requirements are met;
  • May engage in collective bargaining processes as necessary;
  • Performs additional duties as assigned by the School Committee or Superintendent.
QUALIFICATIONS:
  • Certification as a School Business Administrator from the Massachusetts Department of Elementary and Secondary Education is required;
  • Bachelor's degree is required; a Master's degree is preferred;
  • A minimum of five years of experience in a similar role overseeing school finance functions;
  • Experience in comprehensive budget planning and management;
  • Strong analytical skills with the ability to interpret complex financial data;
  • Knowledge of municipal and school finance laws and regulations;
  • Excellent communication skills, both written and verbal;
  • Ability to work collaboratively and manage stakeholder relationships;
  • Certification as a Massachusetts Certified Public Purchasing Officer is preferred;
  • Eligible for employment in the United States;
  • Experience with MUNIS accounting software is highly preferred;
  • Successful background check and references are required.
