Job Summary:

The Somerville Public School is seeking a highly skilled and experienced Chief Financial Officer to join our team. As a key member of our leadership team, the Chief Financial Officer will be responsible for managing and administering the financial and business affairs of the district in a manner that promotes the highest level of educational services and experience for our students.

Key Responsibilities:

• Manage the business affairs of the district in compliance with municipal, state, and federal laws and regulations.
• Direct the financial accounting activity and functions, including budget, accounts payable, payroll, contract services, and grants management.
• Create, revise, and maintain financial systems and processes to ensure accurate accounting, analysis, and projections.
• Prepare and administer the annual budget under the supervision of the Superintendent of Schools and work with district, municipal, and community stakeholders to develop a budget that is consistent with district strategies, obligations, and state and federal mandates.
• Develop and manage procedures and processes for the collection and review of budget requests.
• Analyze district financials on a regular basis and advise the Superintendent and School Committee on district finances.
• Produce monthly, quarterly, and annual financial analysis, reports, and projections, including budget to actual.
• Direct the procurement, management, and accounting of revenue streams and expenditures associated with all district programs funded and/or administered by the Federal and State governments, private grants, revolving funds, and other sources.
• Act as the official purchasing agent for the district and ensure compliance with all municipal regulations, processes, and MGL 30B.
• Develop appropriate standards, specifications, and scope of services for district vendor contracts.
• Manage the bid and contract process for the procurement of district goods and services.
• Responsible for the oversight of all purchasing activities associated with the procurement of services, supplies, and equipment.
• Plan and supervise systems and processes for maintaining accurate inventory of supplies, equipment, and property inventory with appropriate inventory controls.
• Work with the Technology Director to manage the Technology Attrition Plan.
• Monitor all school department expenditures to ensure fiscal integrity.
• Sign all encumbrances and approve invoices for payment.
• Approve bills and schedules to the city auditing department.
• Act as the district liaison to the municipal Finance Department for all work related to fiscal management.
• Assist the School Committee and the Superintendent in long-range planning for the effective utilization of buildings and building space.
• Act as the district liaison to the municipal Department of Public Works to ensure proper building maintenance, custodial services, and facility improvements.
• Supervise and evaluate the district supporting services, including School & Nutritional Services, transportation services, and building rentals.
• Develop the annual Capital Improvement Plan and Capital Equipment Plan for the district.
• Supervise and evaluate district finance staff, including payroll, purchasing, accounts payable, and grants management.
• Collaborate with Department Directors and programmatic leads responsible for grant oversight and implementation to ensure compliance and effective grant management.
• Provide fiscal oversight to ancillary programs, including School Food & Nutritional Services, Community Schools Program, Somerville Center for Adult Learning Experience (SCALE), all summer programs, and student activities.
• Attend and participate in regular and special meetings of the School Committee, as directed by the Superintendent and/or School Committee.
• Prepare the annual DESE End of Year Financial Report (EOYRPT) and EOYRPT Compliance Audit and other such local, state, and federal reports as required by law or regulation.

Qualifications:

• Massachusetts Department of Elementary and Secondary Education Certification as School Business Administrator required.
• Candidates with all other qualifications are still encouraged to apply; commitment to securing appropriate licensure within 1 year required.
• Bachelor's degree required - Master's degree preferred.
• Minimum of five (5) years of experience as a School Business Administrator or similar position engaged in supervising all aspects of school finance functions, including but not limited to accounts payable, payroll, procurement, grant/revolving fund management, maintenance, facilities, food services, and transportation.
• Experience in comprehensive school/municipal budget planning, development, and management.
• Excellent analytical skills; ability to analyze and interpret complex financial and statistical data.
• Knowledge of and experience administering municipal/school finance laws and regulations, including all federal, state, and local laws and regulations pertaining to school finance, and a broad working knowledge of municipal business practices and finances.
• Excellent communication skills, including public speaking and writing skills.
• Ability to work successfully in a team environment and successfully develop and manage stakeholder relationships.
• Certification as a Massachusetts Certified Public Purchasing Officer (MCPPO) preferred; if not certified, willingness to become MCPPO certified.
• Eligible for employment in the United States (Form I-9 certifiable).
• MUNIS accounting experience highly preferred.
• Acceptable background check, employment references, and ability to be bonded.
