Position Overview:
Seneca Resources is seeking a Director of Project Management to lead our initiatives. This role demands a visionary leader with a robust background in IT project oversight, change facilitation, and strategic integration to ensure the successful execution of IT initiatives. The selected candidate will be responsible for delivering projects within the agreed timelines, scopes, and budgets while nurturing a culture of ongoing enhancement.
Key Responsibilities:
- Leadership: Direct and oversee the PMO, establishing the strategic vision and ensuring alignment with the organization’s objectives. Manage a PMO that is in sync with OIT and the State's IT strategies.
- Policy Formulation: Create and enforce PMO policies, procedures, and methodologies to guarantee effective project execution. Set standard practices and templates for project management.
- Project Supervision: Manage multiple concurrent IT projects, ensuring appropriate resource distribution, risk assessment, and quality assurance. Monitor project progress and modify plans as necessary to achieve successful outcomes.
- Stakeholder Engagement: Work collaboratively with senior leaders, business stakeholders, and project managers to prioritize and implement projects that align with strategic goals. Facilitate effective communication between project teams and stakeholders, ensuring adherence to relevant policies and standards.
- Team Development: Provide mentorship and direction to project managers and teams, fostering professional growth and best practices. Cultivate a collaborative and high-performance environment within the PMO.
- Performance Evaluation: Conduct regular project assessments and audits to ensure compliance with PMO standards and identify areas for improvement. Implement corrective measures as required.
- Financial Oversight: Oversee the PMO budget, ensuring efficient resource allocation and cost-effectiveness. Track financial performance and implement cost-reduction strategies where feasible.
- Reporting: Communicate project status, challenges, and risks to the Director of Business Relations and Governance, Chief Information Officer, Chief Technology Officer, and other executive stakeholders. Prepare and deliver comprehensive reports to the executive team.
Required Education | Certifications:
- Bachelor's or Master's Degree in Computer Science, Business Administration, or a related field.
- Project Management certification (e.g., PMP, PRINCE2) is mandatory.
Required Skills:
- Demonstrated expertise in IT project and program management with a proven history of delivering complex projects on schedule and within budget.
- Thorough understanding of project management methodologies and standards (e.g., EVM, PMBOK, PMI, Agile, Lean).
- Exceptional leadership and team management capabilities with the ability to motivate and drive high-performance teams.
- Strong strategic thinking and problem-solving skills (e.g., scope, issues, risk, and corrective action plan management).
- Excellent communication and stakeholder management abilities, capable of influencing at all organizational levels.
- 10-15 years of IT and business/industry experience, demonstrating increasing levels of responsibility and leadership.
- At least 7 years of leadership experience in a managerial capacity, with 5 years managing significant and complex IT projects.
- Proven experience in developing and managing a PMO in a large enterprise context, focusing on strategic alignment and performance enhancement. Proficiency in project management software and tools, such as Microsoft Project, JIRA, or similar.
Desired Skills:
- Advanced knowledge of change management principles and practices.
- Experience in a government or public sector environment.
- Familiarity with IT governance frameworks and compliance standards.
- Strong analytical and financial management skills, with the ability to effectively manage budgets and resources.
