Position: Senior Business Analyst

Role Summary

The Geomatics Office (SFN) is responsible for delivering Geomatics content, functional oversight, and analysis to guarantee the accuracy of GEOINT. The mission of SFN is to ensure GEOINT precision through geodetic, geophysical, and photogrammetric sciences and content. Key functions include:

  • Maintaining and updating the World Geodetic System 1984 (WGS 84) content, which encompasses the WGS 84 reference frame, the World Magnetic Model, Earth Gravitational Model, and controlled imagery.
  • Providing functional management for all users of Geomatics content, including datum transformations, coordinate conversions, and other geodetic analyses to ensure interoperability with WGS 84.
  • Delivering and sustaining essential Geomatics content in the form of Foundation GEOINT Focus Group (FG) surfaces, including topographic elevation, gravity, geotechnical soils, and cross-country mobility.
  • Conducting multi-sensor, geodetic, geophysical, geotechnical, and photogrammetric analyses, along with geodetic and geophysical survey support to the Intelligence Community (IC) and Department of Defense (DoD).
  • Providing controlled imagery content, functional management, and developing delivery mechanisms to support targeting and FG needs aligned with agency objectives.

Key Responsibilities

  • Assist the National Center for Geospatial Intelligence Standards (NCGIS) and NGA's Source Operations & Management Office (SF) in developing and maintaining WGS and Geomatics standardization artifacts related to geospatial information, including space, imagery, and imagery intelligence.
  • Support NCGIS and SF in creating and documenting WGS and GEOMATICS standardization artifacts necessary for end-users in the collection, production, dissemination, and exploitation of GEOINT.
  • Act as Subject Matter Experts (SMEs) for the World Geodetic Systems and Geomatics – Focus Group (WGSG FG) and the Geospatial-Intelligence Standards Working Group (GWG), providing guidance on the mandating of WGS and Geomatics standards in the DoD IT Standards Registry (DISR) and the IC Standards Registry (ICSR).
  • Consult with GWG in defining life-cycle requirements for WGS and Geomatics standards and assist in developing Technical Standards.
  • Coordinate efforts with GWG, WGSG FG, SFN Senior Leadership, Transformation and Content Management Office (CMO) contacts, Domain Leads, SMEs, Information Technology Services Directorate (T) personnel, and Online GEOINT Services (OGS) personnel.
  • Assist in the development, documentation, and maintenance of domain-specific standardization artifacts, which include standards, implementation profiles, product specifications, handbooks, and implementation guidance.
  • Facilitate activities across focus groups (FGs) as necessary, providing guidance to the NSG/NGA regarding implementation and compliance criteria.
  • Support the creation of web capabilities for online, on-demand access to standardization products.
  • Contribute to the development and maintenance of Intellipedia and IntelDocs pages to support online, on-demand efforts and standards development.
  • Ensure compliance with web services architecture for the NSG, NGA, DoD, IC, and relevant international defense and civil standardization organizations.
  • Incorporate program metrics, analyst progress/performance metrics, resource management, and project milestones where applicable.
  • Deliver internal and external briefings clearly and concisely to communicate information to Senior Leadership, the Standardization Community, and Local SMEs.
  • Assist SMEs in conveying complex topics to non-experts.

Required Qualifications

  • Top Secret SCI (TS/SCI) Security Clearance
  • US Citizenship
  • Proven experience in troubleshooting and problem identification.
  • Experience with web-based collaborative platforms such as SharePoint.
  • Experience in facilitating communication with Subject Matter Experts to produce official documentation.
  • Ability to build complex formulas within Microsoft Excel to extract data from large datasets.
  • Familiarity with Adobe PDF software.
  • Proficient in Microsoft Office Suite, Microsoft SharePoint, and Microsoft Teams.
  • Experience in delivering clear and concise project progress briefings.
  • Ability to interpret and understand complex topics or ideas.

Preferred Qualifications

  • Experience with Geospatial Intelligence Standards, including working groups, registries, and committees.
  • Experience publishing to registries within the Intelligence Community (IC) or Department of Defense.
  • Expertise in one of the following areas: Geodesy, Selenodesy, GPS/GNSS, Geodetic survey, Geophysical data, Terrain data, Photogrammetry, Imagery data, or GIS.
  • Knowledge of database design, relational model building, or applicable data/information management standards to support Open Geospatial Consortium (OGC) compliance or Business analytics.
  • Experience integrating data from legacy systems.
