Job Summary: The City of Bristol seeks an experienced professional to oversee the personnel and labor relations functions of the city. This includes planning, organizing, and administering personnel programs, negotiating collective bargaining agreements, and providing consultation and assistance on personnel and labor relations matters.

Key Responsibilities:

  • Direct all personnel programs, including recruitment, examination, appointment, classification, compensation, and development and training
  • Negotiate and administer collective bargaining agreements with employee organizations
  • Provide consultation and assistance on personnel and labor relations matters
  • Administer equal employment opportunity and affirmative action programs
  • Oversee maintenance of personnel records and creation and maintenance of position eligibility lists
  • Supervise and assign work and projects to staff
  • Prepare and oversee department budget
  • Oversee workers compensation claims, worker safety programs, and CDL drug and alcohol testing program
  • Manage unemployment claims
  • Research and develop near-term and long-range planning for city personnel services and employee development
  • Direct and participate in analysis of work methods and procedures, and development of systems and methods of operations

Requirements:

  • Bachelor's Degree in Public Administration, Business Administration, or closely related field
  • 5 years of progressively responsible experience in personnel administration or labor relations, with 2 years of supervisory experience
  • Strong analytical, verbal, and written communication skills
  • Proficiency in integrated office software, such as Microsoft Office Suite, MUNIS, Kronos, etc.
