Overview

This executive leadership role is pivotal within the human resources domain of the State of Maryland.


The Office of Personnel Services and Benefits (OPSB) functions as the principal HR agency, overseeing personnel policies and practices.

OPSB is responsible for directing employee management services, administering health and insurance programs, and collaborating with various Executive Branch agencies to enhance recruitment and hiring processes.

The Senior Human Resources Executive at OPSB reports directly to the Secretary of the Department of Budget and Management (DBM) and leads a dedicated team of approximately 130 professionals.

The Executive Branch encompasses 64 State agencies and nearly 39,000 positions within the State Personnel Management System (SPMS).

POSITION LOCATION

This role is based in Baltimore, MD, with the possibility of a hybrid telework arrangement.

KEY RESPONSIBILITIES


The ideal candidate will spearhead the evolution of the State's HR practices and policies, aligning with the administration's commitment to revitalizing state governance.

The selected individual must embody the administration's values of responsiveness, innovation, and a willingness to challenge conventional approaches.

The candidate should be adaptable and proficient in guiding Executive Branch agencies to cultivate, develop, and train a diverse and high-performing workforce that meets the needs of the community.

Demonstrating initiative and critical thinking is essential to ensure the State is recognized as an employer of choice, attracting individuals dedicated to public service.


The candidate will collaborate in crafting policies and procedures that encompass the entire employment lifecycle.

As an innovative strategist and leader, the individual must utilize analytical and data-driven approaches to formulate and implement new policies aimed at attracting and retaining talent within State government, enhancing HR efficiencies, and streamlining HR operations.

The candidate should also be proactive in developing initiatives that support and engage current employees, alongside targeted recruitment strategies to ensure a diverse applicant pool.


This position necessitates the ability to establish strong collaborative relationships with agency representatives and union partners.

Essential Duties Include:
Overseeing seven functional divisions within

OPSB:

Employee Benefits, Employee and Labor Relations, Classification and Salary, Personnel Services, Recruitment and Examination, Shared Services, and Contract Management.

Providing expert guidance and direction to agency executives, managers, and professional staff on a wide array of complex HR and labor relations issues.

Representing the agency at hearings before members of the Maryland General Assembly and other forums regarding matters related to the SPMS.

Serving as a principal advisor on HR matters to the DBM Secretary and other senior executives.

MINIMUM QUALIFICATIONS

At least 10 years of professional HR experience.

A minimum of five years in a supervisory capacity within a large organization.

Exceptional oral and written communication skills.

Proven ability to work under tight deadlines and engage with all levels of management, staff, and exclusive bargaining representatives.

PREFERRED QUALIFICATIONS

Demonstrated capacity to exercise sound judgment and maintain confidentiality.

Comprehensive knowledge of Maryland HR statutes and regulations.

Professional Human Resources Certification through SHRM or HRCI. Experience in private sector HR.

Experience in a collective bargaining environment.
