Position Overview

Wastewater Systems Operations Manager (Official Title: Technology Maintenance Supervisor)

SALARY: $7,550 - $9,146/month

ROLE SUMMARY

Under general supervision, this role involves the planning, coordination, assignment, and oversight of daily operational functions and services. The incumbent will be responsible for selecting, training, and assessing the performance of team members. This position requires the ability to read and interpret various utility plans, blueprints, engineered drawings, and written specifications while ensuring compliance with established policies, procedures, rules, regulations, work methods, and safety standards.

Additionally, the incumbent will address inquiries and concerns from the public and other agencies regarding wastewater system matters, evaluate situations, devise solutions, and inform relevant officials and City personnel.

DESIRED QUALIFICATIONS

Preferred candidates will possess extensive expertise in the maintenance, servicing, and repair of data network systems, data security and monitoring, Human to Machine Interface (HMI) systems, and Supervisory Control and Data Acquisition (SCADA) systems, particularly in relation to wastewater treatment management, processes, equipment, and State Waste Discharge Requirements (WDR) permitting.

A current vacancy is available within the Department of Public Utilities, Wastewater Management Division (Technology Maintenance section). Future vacancies may be filled from this eligibility list for a period of three months, with the possibility of extending this period for up to two years at the City's discretion.

MINIMUM REQUIREMENTS

Applicants must fulfill the minimum qualifications by the application deadline to be eligible for the examination process, which does not guarantee a position on the eligibility list.

Graduation from an accredited college or university with a Bachelor's degree in a relevant field; AND one year of full-time lead work experience in water quality, monitoring, collection, distribution, or maintenance of a wastewater facility. Additional qualifying experience may substitute for the required education on a year-for-year basis.

Applicants qualifying through education must attach a copy of their degree or transcripts. Failure to provide this documentation may result in rejection of the application.

Selected candidates will be required to successfully complete a departmental interview and a Department of Justice fingerprint background check prior to employment.

ADDITIONAL REQUIREMENTS:

At the time of appointment, candidates must possess and maintain a valid Class C California Driver's License for the duration of employment in this position. Candidates considered for hire must provide proof of a valid driver's license and a current driving record.

For assignments in Wastewater Electrical Maintenance: Candidates must obtain and maintain a California State Electrician's Certificate of Competency within 12 months of appointment. Failure to secure and retain this certification within the specified timeframe may result in termination from this position.

Recruitment may focus on specific operational areas of expertise as required by operational needs, including but not limited to: Wastewater System Field, Plant, Mechanical, or Electrical Maintenance, and Wastewater System Power Generation.

EXAMINATION PROCESS

The examination process may include:

Application Review - Qualifying Only: Applications meeting the minimum qualifications will be reviewed, and a limited number of the most qualified candidates will be invited to the Oral Examination. Selection will be based on the breadth and depth of applicable education, experience, skills, and training.

Oral Examination – 100%: A panel of subject matter experts will conduct a job-related oral examination to assess a candidate's knowledge of principles, practices, procedures, equipment, and techniques used in water quality, monitoring, collection, distribution, or maintenance; ability to interpret, analyze, apply, and enforce relevant regulations; and ability to supervise, train, and evaluate subordinate staff while maintaining effective communication.

Candidates must achieve a passing score to qualify for the eligibility list.

VETERAN'S PREFERENCE

Candidates seeking veteran's preference must submit a copy of their DD214 with their application during the specified filing period. Evidence must demonstrate honorable discharge from military service. Veterans, including City employees, must resubmit proof of honorable service for each examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will receive five points added to their final score.

COMPENSATION AND BENEFITS

UNIT 13 Classification: City of Fresno Professional Employees Association (CFPEA)

HEALTH INSURANCE: The City contributes towards monthly premiums for PPO medical, dental, and vision coverage for employees and their dependents.

FLEXIBLE SPENDING ACCOUNT: IRS 125 Plan for health and dependent care expenses.

DEFERRED COMPENSATION: Voluntary 457 plan with Fidelity Investments to enhance retirement savings.

MANAGEMENT LEAVE: 60 hours per fiscal year for exempt employees.

ANNUAL LEAVE: Accrue 15.5 hours per month with cash-out provisions.

SUPPLEMENTAL SICK LEAVE: 40 hours per fiscal year, with a lifetime maximum of 80 hours.

HOLIDAYS: Ten City-observed annual holidays, plus a birthday and two personal days.

LIFE INSURANCE: Benefit equal to annual salary; premium covered by the City.

LONG-TERM DISABILITY: Benefit equal to 66.66% of monthly salary up to $7,500 per month after 30 days of disability; premium covered by the City.

BILINGUAL PREMIUM: $100 per month.

HEALTH REIMBURSEMENT ARRANGEMENT: Eligible retirees can utilize remaining Sick Leave balance at 80% of hourly rate and other leave balances, if applicable, to reimburse medical insurance and qualified medical expenses, tax-free.

RETIREMENT: City of Fresno Retirement Systems, one of the best-funded public systems in the state. Reciprocity with other California public agencies. Vested in retirement benefits after five years of service. City employees do not participate in Social Security.

DROP (Deferred Retirement Option Program): An optional, voluntary program allowing employees to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to ten years. Minimum participation age is 50 and vested status is required. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
