We are seeking an experienced Technical Project Scrum Master to oversee the project execution of developing and implementing a cloud-based data management platform tailored to meet the agency's data management requirements. The ideal candidate will possess a strong history of creating and deploying effective cloud-based solutions for intricate data management challenges. Familiarity with data security and cloud infrastructure is essential, with a preference for experience in transportation-related data.

Key Responsibilities

  • Facilitates consistent project delivery throughout the project lifecycle, including project plans, release schedules, resource distribution, and management of project risks, scope, timeline, and value delivery.
  • Coordinates Agile ceremonies such as Sprint Planning, Daily Standups, Retrospectives, Sprint Demos, Story Refinement, and Release Planning.
  • Monitors and communicates project progress concerning schedule, budget, and risk to the project team, stakeholders, and management.
  • Creates an environment conducive to team effectiveness and assists in removing barriers.
  • Shields the team from external interruptions and distractions.
  • Maintains a positive relationship between the team and the product owner, as well as other external parties.
  • Tracks and reports team velocity and other relevant project metrics.
  • Encourages continuous improvement and aids teams in enhancing productivity.
  • Assists the Product Owner and team with managing the product backlog.
  • Additional responsibilities as assigned.
  • Communicates timelines and expectations to both technical and business personnel.
  • Collaborates with stakeholders to grasp project requirements and support data management objectives.
  • Ensures data is collected, stored, and processed securely, adhering to all applicable regulations.
  • Analyzes data and provides insights to facilitate decision-making by project management teams.
  • Offers training and support for end-users to ensure effective utilization of the platform.
  • Demonstrates capability and experience in planning, implementing, and maintaining local master data systems and processes across various business units and functions.
  • Possesses an understanding of data and its application to deliver business value, with the ability to discuss requirements with data teams.
  • Experience in data governance concepts and implementations is essential.
  • Utilizes an agile approach and methodology to drive master data governance processes.
  • Ensures documentation of requirements and use cases, facilitating design workshops for assigned projects.
  • Defines test objectives, designs test plans, and develops test cases for assigned projects.
  • Manages project milestones and deliverables to ensure on-time and on-budget completion.
  • Defines, measures, and clearly communicates progress using metrics.

Required Skills

  • 8+ years of experience managing cloud-based solutions for data management and analytics.
  • 8+ years of strong knowledge of cloud infrastructure and software systems, including Azure and Google Cloud.
  • 8+ years of experience with data processing and storage tools (e.g., Spark, Azure Data Factory, Azure Data Lake Storage, Azure Event Hub, Azure SQL, Synapse).
  • 8+ years of knowledge of transportation data and project management with transportation data is a plus.
  • 8+ years of experience in IT Infrastructure delivery (networking, physical plant, vendor management, site provisioning) is preferred.
  • 8+ years of Technical Business Analyst experience with a focus on data integration and data projects.
  • 8+ years of experience in the rollout and adoption of governance tools such as Alation, Collibra, Informatica, or Microsoft Purview.
  • 8+ years of experience in both Agile and Waterfall project management, with a focus on Agile Scrum Master roles.
