JOB SUMMARY:

The Controls and Instrumentation Specialist will take on the role of Project Manager and/or Project Engineer for both Expense and Capital initiatives related to instrumentation and control systems. This position involves evaluating the scope of proposed projects to establish engineering criteria and requirements.

Moreover, the Specialist will engage in feasibility studies and project assessments, analyzing the economic viability of various options, setting evaluation criteria, and assessing proposed and finalized engineering designs to ensure that project scopes are executed within budgetary and scheduling constraints. The Specialist will operate under the guidance of a Senior Instrumentation Engineer and will be tasked with coordinating and developing all engineering work associated with projects, including the front-end loading (FEL) phases such as project study basis, reporting, design basis, procurement activities, and detailed design execution. Providing field engineering support during construction is also a vital aspect of this role, achieved through the utilization of internal and/or external engineering resources, offering necessary guidance, and adhering to NES Fircroft's Capital Projects protocols.

KEY RESPONSIBILITIES

  • Formulating job scopes for new control systems related to expense projects; conducting initial field surveys and gathering data for preliminary control design establishment.
  • Supporting job scope definition and feasibility assessments for new instrumentation and controls for small to medium-scale capital projects; aiding in the evaluation and selection of instruments for medium-scale capital projects.
  • Specifying and sizing both analog and digital instrumentation along with final control elements for the regulation of flow, pressure, temperature, and level; ensuring proper installation of instrumentation.
  • Reviewing design documentation prepared by engineering staff and contractors for compliance with specifications and procedures pertaining to medium-scale capital projects.
  • Preparing and compiling work scopes and construction packages for expense projects.
  • Monitoring construction progress and addressing design inquiries from maintenance and capital construction teams.
  • Informing management of developments that may significantly impact project costs and timelines, while reporting on progress.
  • Overseeing the work of engineering and construction contractors necessary for project execution.
  • Developing Safety Instrumented Systems (SIS) projects from the process hazard analysis review phase through to final engineering, construction, and commissioning, utilizing the ANSI/ISA 61511 lifecycle.

QUALIFICATIONS

  • Bachelor's Degree in Electrical Engineering or a Bachelor's Degree in Mechanical/Chemical Engineering or a related field with relevant experience.
  • A minimum of 2 years of engineering experience in the refining or petrochemical sector is required (8 years of engineering experience is highly preferred).
  • Familiarity with ANSI/ISA 61511 is preferred.
  • Experience in the sizing and selection of instrumentation within the refining or petrochemical industry is preferred.
