Position Overview

Human Capital Resources and Concepts is in search of a Program Operations Analyst to undertake administrative and coordination responsibilities that bolster the Department's Democracy Programs and the annual budget allocation for DRL. This role involves overseeing and monitoring DRL's extensive programming portfolio, as well as aiding in the formulation of strategic action plans for international assistance funding and legislative reporting.

Primary Responsibilities:

  • Compose memoranda, Congressional Notifications, reports, and various documentation.
  • Facilitate clearance procedures across multiple departments and offices.
  • Offer technical support throughout the federal assistance lifecycle (pre-award, award, and post-award).
  • Create and sustain tracking systems for streamlined document retrieval and clearance processes.

Key Duties:

  • Assist in the management of program financing and the Congressional Notification process.
  • Coordinate communications with the Office of the Legal Advisor and the Bureau of Legislative Affairs.
  • Prepare briefing materials for senior leadership.
  • Engage with the Bureau of Legislative Affairs on Congressional communications and strategic initiatives.
  • Draft documents and provide briefings, testimonies, and status updates.
  • Monitor the progress of the foreign assistance lifecycle.
  • Organize and participate in meetings, training sessions, and conferences.
  • Attend stakeholder workshops and deliver technical assistance to grantees.
  • Pursue additional training to enhance skills and knowledge.

Qualifications:

  • Understanding of appropriations, international assistance funding, Congressional processes, and global programming.
  • Exceptional organizational abilities to manage and prioritize competing tasks.
  • Outstanding verbal and written communication skills.
  • Professional and proactive attitude with the capability to remind colleagues and supervisors of impending deadlines.
  • Willingness to travel internationally on short notice.
  • Eligibility to obtain security clearance (preference for active clearance).

Educational Background:

  • Bachelor's degree preferred with 4-5 years of relevant experience, or a master's degree with 2-3 years of relevant experience.
