Position Overview:

The Virginia Department of Human Resource Management is actively seeking skilled professionals for the role of Senior Cybersecurity Strategy Analyst. This position is integral to supporting the overarching mission of enhancing cybersecurity frameworks and strategies across various sectors.

Key Responsibilities:


The Senior Cybersecurity Strategy Analyst will provide expert guidance and planning support to key stakeholders, focusing on improving organizational readiness, response, recovery, and mitigation tactics concerning cyber threats.

This role is pivotal in developing and implementing statewide cybersecurity strategies, threat intelligence sharing, incident management, and resilience initiatives.

The Analyst will regularly gather and evaluate data on security vulnerabilities and compliance risks, driving ongoing enhancements based on the efficacy of current policies and emerging threats.

Additionally, the position involves crafting and delivering training and awareness initiatives tailored to diverse audiences, including executive leadership and public stakeholders.


All employees are designated as essential personnel and may be required to work during emergencies, which could involve irregular hours and responsibilities beyond the standard job description.


Minimum Qualifications:

  • Strong understanding of cybersecurity principles and practices, or the ability to acquire such knowledge.
  • Proficient in research, analysis, planning, and evaluation methodologies.
  • Familiarity with risk management concepts and cybersecurity standards, regulations, and relevant laws.
  • Exceptional analytical skills to assess complex cyber risks and devise effective mitigation strategies.
  • Outstanding communication and interpersonal abilities to collaborate with a wide range of stakeholders and convey technical information to non-technical audiences.
  • Proven track record in maintaining accurate documentation, managing multiple tasks, and following both oral and written directives.
  • Experience in developing and presenting training sessions, presentations, and briefings.
  • Strong interpersonal, verbal, and written communication skills to foster effective working relationships.
  • Must be eligible to obtain and maintain a federal security clearance.
  • Possession of a valid driver's license and a satisfactory driving record is required.
  • Willingness to work rotating shifts, weekends, and holidays as necessary.

Additional Considerations:

  • Knowledge of comprehensive emergency management planning and policy analysis practices.
  • Experience in the intelligence community, emergency management, or public safety sectors.
  • Background in policy development, strategic planning, and risk management, preferably within government or critical infrastructure contexts.
  • Relevant cybersecurity certifications such as CompTIA Security+, GIAC Security Essentials, CISM, or CISA are advantageous.
