Job Summary

Key Responsibilities
  • Contract Management: Oversee the cradle-to-grave contractual administration of various types of contracts, including level of effort cost reimbursement type contracts, time and materials contracts, indefinite delivery indefinite quantity contracts, firm fixed price contracts, and Joint Funding Agreements.
  • Government Interface: Serve as the primary interface with the Government Contracting Office, providing customer service and offering sound solutions to Government challenges based on customer needs, preferences, and a strong understanding of various contract and subcontract complexities.
  • Proposal Development: Lead the preparation of prime cost proposals, facilitating pre-award and post-award activities.
  • Subcontractor Management: Ensure accurate and timely execution of subcontractor pre-award timelines, negotiations, cost analysis, execution, and closeout.
  • Collaboration and Communication: Work closely with customers, program teams, and subcontractors regarding funding and budgetary issues for each program.
Requirements
  • Education and Experience: Bachelor's Degree and a minimum of six years of experience in Government contracting, with a strong background in either the Department of Health and Human Services or the Biomedical Industry.
  • Knowledge and Skills: Extensive knowledge of the Federal Acquisition Regulations and Supplements, as well as other federal government regulations and policies. Effective management and negotiation skills, with the ability to handle multiple, complex projects and prioritize tasks accordingly.
  • Communication and Teamwork: Proven ability to communicate clearly and concisely, both verbally and in writing, with co-workers and team members. Experience working as a team member engaged in tasks requiring collaboration and performance to schedules.
Work Environment

This position is located in an air-conditioned, environmentally controlled atmosphere. Noise level in the work environment is usually moderate, and the distraction level in the work environment is often heavy.
