PRIMARY RESPONSIBILITIES:

Reporting directly to the Assistant Vice President of Grant & Program Management, the Program Manager at ConnectALL is responsible for overseeing grant operations, ensuring the timely execution of broadband deployment projects in line with grant requirements, and serving as the principal point of contact for grantees. Responsibilities also encompass managing, tracking, and reporting on program developments and outcomes. The Program Manager will supervise grants associated with specific programs and may assist in managing projects funded through other ConnectALL initiatives.

EXPECTED OUTCOMES:

Success in this role necessitates the ability to manage complex programs within a fast-paced, results-oriented environment. Supported by senior management, the Program Manager will oversee the grant application and approval processes while maintaining relationships with grantees until broadband projects are successfully completed. The ideal candidate should demonstrate expertise in efficiently managing intricate projects, recognizing when to involve additional resources to adhere to project timelines. They must balance multiple projects and detailed workflows while monitoring the overall progress of the program. The Program Manager will be responsible for tracking the status of individual broadband projects funded by grants and providing comprehensive project reports to illustrate program advancements.

Key Responsibilities Include:

  • Implementing ConnectALL grant programs with oversight from senior management, managing the grant lifecycle from application through to project completion and closure
  • Assisting grantees throughout the application and approval processes
  • Serving as the primary liaison for grantees, addressing issues related to broadband infrastructure deployment
  • Developing and managing program implementation reports to ensure successful outcomes
  • Contributing to program budgeting and assisting in forecasting grant payouts
  • Establishing control processes for applications and the entire grant lifecycle
  • Communicating effectively and diplomatically with stakeholders
  • Providing guidance on resource management for program execution
  • Identifying risks, implementing corrective actions, and escalating issues to senior management
  • Collaborating with internal departments for grant administration, including Loans and Grants, Legal, and Budget teams

QUALIFICATIONS:

Minimum Education: A Bachelor's Degree or equivalent experience in complex program management.

Relevant Experience:

  • A minimum of 4 years as a Program Manager overseeing large-scale programs or similar managerial roles in complex project delivery
  • A comprehensive understanding of project/program management methodologies, including stakeholder management and communication
  • The ability to engage with program administration details while maintaining focus on the broader strategic vision
  • Strong written and verbal communication skills, capable of managing sensitive relationships with professionalism

Required Skills:

  • Exceptional problem-solving skills to navigate unforeseen challenges
  • Outstanding leadership and organizational capabilities
  • Proficiency in MS Office; familiarity with grant application software or CRM systems is advantageous
  • A strong commitment to promoting broadband access and addressing the digital divide
  • Experience in delivering complex projects or programs with diverse stakeholders, particularly in broadband/internet access delivery or interactions with ISPs/Service Providers/other utility companies
  • A passion for establishing a program that provides essential services to New Yorkers statewide
