Program Manager for Broadband Initiatives

PRIMARY RESPONSIBILITIES:
Reporting directly to the Assistant Vice President of Grant & Program Management, the Program Manager at ConnectALL is responsible for overseeing various grants, ensuring the timely execution of broadband deployment projects in line with grant specifications, and serving as the primary point of contact for grantees. Responsibilities also include the management, monitoring, and reporting of program progress and outcomes. The Program Manager will supervise grants associated with specific programs and may assist in managing projects funded through other ConnectALL initiatives.
EXPECTED OUTCOMES:
Success in this role requires the ability to execute complex programs within a fast-paced, results-oriented environment. Supported by senior management, the Program Manager will oversee the grant application and approval processes while maintaining relationships with grantees until broadband projects are completed. The ideal candidate should demonstrate skill in managing intricate projects effectively, knowing when to engage additional resources to meet project deadlines. They must balance multiple projects and detailed workflows while monitoring the overall progress of the program. The Program Manager will be responsible for tracking the status of individual broadband projects funded by grants and providing comprehensive project reports to illustrate program advancement.
Key Duties Include:
- Overseeing ConnectALL grant programs with guidance from senior management, managing the entire grant process from application through to project completion and closure.
- Assisting grantees throughout the application and approval stages.
- Acting as the main contact for grantees, addressing issues related to broadband infrastructure deployment.
- Creating and managing reports on program implementation to ensure successful outcomes.
- Contributing to program budgeting and assisting in forecasting grant payouts.
- Implementing control processes for applications and the entire grant lifecycle.
- Communicating effectively and diplomatically with all stakeholders.
- Providing advice on resource management for program execution.
- Identifying risks, taking corrective actions, and escalating issues to senior management as necessary.
- Collaborating with internal departments for grant administration, including Loans and Grants, Legal, and Budget teams.
QUALIFICATIONS:
Minimum Education: Bachelor's Degree or equivalent experience in complex program management.
Relevant Experience:
- A minimum of 4 years as a Program Manager overseeing large-scale programs or similar managerial roles focused on complex project delivery.
- A comprehensive understanding of project/program management methodologies, including stakeholder management and communication.
- The ability to navigate program administration details while maintaining a focus on the broader strategic vision.
- Proficient written and verbal communication skills, capable of managing sensitive relationships with discretion.
Required Skills:
- Exceptional problem-solving skills to address unforeseen challenges.
- Strong leadership and organizational capabilities.
- Proficiency in MS Office; familiarity with grant application software or CRM systems is advantageous.
- A keen interest in promoting broadband access and addressing the digital divide.
- Experience in delivering complex projects or programs with diverse stakeholders, particularly in broadband/internet access delivery or interactions with ISPs/Service Providers/other utility companies.
- A passion for establishing a program that provides essential services to residents statewide.
