General Overview:
Under general oversight, efficiently acquires organizational goods and services utilizing various solicitation techniques and manages purchase orders, agreements, delivery orders, and contracts with pricing and delivery stipulations valued up to 250K. Aids Contract Specialists or, in certain instances, operates independently to make contract award recommendations, execute contracts and agreements, negotiate modifications to contracts, and assist in resolving vendor/contractor disputes.
Key Responsibilities:

PRIMARY RESPONSIBILITIES:
  • Assists professional staff or, in specific cases, prepares a range of formal and informal requests for quotes, proposals, invitations for bids, and reviews specifications and scopes of work for materials, equipment, supplies, and services; collaborates with the requesting department to ensure accurate information is included.
  • Engages with user departments, consultants, and suppliers to guarantee quality and timely deliveries of materials, supplies, equipment, or services.
  • Ensures that procurement actions and solicitations comply with relevant procurement regulations, procedures, and applicable federal, state, and local laws.
  • Conducts pre-bid/pre-proposal meetings with suppliers. Facilitates bid openings, reviews, and evaluates bids and/or offers in coordination with departmental technical representatives.
  • Gathers comparative data regarding price, quality, quantity, and availability of materials, supplies, equipment, and services.
  • Processes correspondence reports and forms from drafts, notes, or brief instructions and inputs information into the purchasing system.
  • Performs other related duties as assigned.
MINIMUM QUALIFICATIONS:
Note: An equivalent combination of relevant education and experience may be substituted for the stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited institution in Business Administration, Government Affairs, or a related field.
  • Three (3) years of experience in direct procurement/contracting activities or related experience.
  • Demonstrates a commitment to meeting the expectations and requirements of internal and external customers. Gathers firsthand customer information and utilizes it for enhancements in products and services.
  • Establishes and maintains effective relationships with customers, earning their trust and respect.
  • Possesses the ability to make sound decisions based on a combination of analysis, wisdom, experience, and judgment.
  • Quickly grasps technical concepts and learns new skills and knowledge effectively.
  • Exhibits strong written communication skills across various settings and styles, ensuring messages are conveyed effectively.
  • Demonstrates the ability to find common ground and resolve issues for the benefit of all parties involved.
  • Utilizes rigorous logic and methods to tackle complex problems, identifying hidden issues and conducting thorough analyses.
WORKING ENVIRONMENT:
Operates in an environment with minimal exposure to dust, noise, or temperature extremes. May encounter moderate exposure to unpleasant working conditions, including dust, noise, temperature variations, and chemicals while visiting operational facilities, provided all safety policies and procedures are followed.
