General Overview:
Under general supervision, efficiently acquires organizational goods and services utilizing various solicitation methods and manages purchase orders, agreements, delivery orders, and contracts with pricing and delivery stipulations valued up to 250K. Aids Contract Specialists or, in certain instances, operates independently to make contract award recommendations, execute contracts and agreements, negotiate contract modifications, and assist in resolving vendor or contractor disputes.
Key Responsibilities:

PRIMARY RESPONSIBILITIES:
  • Assists professional staff or, in specific instances, prepares a range of formal and informal requests for quotes, proposals, invitations for bids, and reviews specifications and scopes of work for materials, equipment, supplies, and services; collaborates with the requesting department to ensure accurate information is included.
  • Engages with user departments, consultants, and suppliers to guarantee quality and timely delivery of materials, supplies, equipment, or services.
  • Ensures that procurement actions and solicitations comply with relevant Procurement Regulations, Procedures Manual, and other requirements of Federal, State, and local laws.
  • Conducts pre-bid/pre-proposal conferences with suppliers. Facilitates bid openings, reviews, and evaluates bids and/or offers in collaboration with departmental technical representatives.
  • Gathers comparative data regarding price, quality, quantity, and availability of materials, supplies, equipment, and services.
  • Processes correspondence reports and forms from drafts, notes, or brief instructions and inputs information into the purchasing system.
  • Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
  • Bachelor's degree from an accredited college or university in Business Administration, Government Affairs, or a related field.
  • Three (3) years of experience in direct procurement or contracting activities or related experience.
  • Demonstrates a commitment to meeting the expectations and requirements of internal and external customers. Gathers firsthand customer information and utilizes it for improvements in products and services.
  • Establishes and maintains effective relationships with customers, earning their trust and respect.
  • Possesses the ability to make sound decisions based on a blend of analysis, wisdom, experience, and judgment.
  • Quickly grasps technical concepts and can learn new skills and knowledge effectively.
  • Communicates clearly and succinctly in various settings and styles, ensuring messages have the desired impact.
  • Finds common ground and resolves issues for the benefit of all parties, fostering collaboration.
  • Employs rigorous logic and methods to tackle complex problems, identifying hidden issues and providing effective solutions.
WORKING CONDITIONS:
Operates in an environment with minimal exposure to dust, noise, or temperature extremes. May encounter moderate exposure to unpleasant working conditions, including dust, noise, temperature, weather, petroleum products, and chemicals while visiting operational facilities, provided all safety policies and procedures are followed.
