Job Summary

We are seeking a highly skilled and experienced Human Resources Director to join our team at James City County. The successful candidate will be responsible for leading the development and implementation of comprehensive human resource programs, policies, and strategic initiatives that support the County's mission, vision, and values.

Key Responsibilities
  • Develop and administer human resource programs designed to attract, develop, and retain excellent employees.
  • Oversee the development and administration of benefits programs and compensation plans.
  • Supervise the work of the Human Resource staff and provide guidance on employee relations, organizational development, and training programs.
  • Communicate information to County employees and the public as appropriate, providing accurate information and recommendations to leadership on human resource-related topics.
  • Responsible for the effective supervision of assigned staff, including selection, performance management, employee relations, training, prioritizing, and assigning work, and developing and managing department budgets.
  • Interpret all County personnel policies and procedures, including the County Compensation Plan, recruitment and employment programs, grievance procedures, EEO and diversity initiatives, performance management programs, etc.
Requirements
  • Bachelor's Degree in human resources, business, public administration, or a related field; Master's degree preferred.
  • Considerable experience in human resource management, preferably in the public sector, with supervisory experience.
  • Extensive knowledge of human resource information systems, trends, best practices, development issues, and theories of human resource management.
  • Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
  • Ability to communicate effectively, orally and in writing, lead teams, facilitate groups, maintain effective working relationships with employees, department directors, County officials, representatives from the private sector or other localities, and the public.
