DEFINITION:
This role involves conducting comprehensive studies and evaluations of disaster services and emergency preparedness initiatives and strategies.

CLASSIFICATION STANDARDS:

Positions in this classification typically report to a senior manager overseeing emergency and disaster preparedness programs within a large organization. They are distinguished by their responsibility for executing specialized studies, projects, and assignments as directed. Additionally, these positions may serve as team leaders for staff assisting in major studies or in the staffing of temporary emergency shelters.

Incumbents must possess a thorough understanding of Federal, State, and County policies, plans, and guidelines pertaining to emergency and disaster management. They are responsible for developing emergency and disaster preparedness plans and programs in collaboration with the Department Emergency Manager.

Key responsibilities include:

  • Creating and maintaining emergency and disaster procedure manuals, educational materials, and training for departmental continuity of operations and building-specific emergency response programs.
  • Coordinating and conducting meetings to inform staff about emergency response and continuity procedures.
  • Collecting data to identify and recommend improvements for the effectiveness and efficiency of disaster and emergency systems.
  • Assisting in problem identification and analysis related to disaster and emergency systems, proposing solutions to enhance operational effectiveness.
  • Analyzing legislative proposals related to emergency management systems and suggesting necessary amendments.
  • Providing support to various departments in developing, coordinating, and evaluating evacuation and training programs.
  • Preparing and maintaining emergency procedure manuals and assisting in the creation of educational programs.
  • Gathering data for correspondence or reports requiring specialized knowledge of the emergency and disaster services system.
  • Supervising a team of program specialists focused on ongoing emergency preparedness initiatives and planning.

MINIMUM REQUIREMENTS:

Three years of highly responsible administrative or staff experience related to the investigation and resolution of organizational problems, systems, and procedures, with at least one year in a disaster or emergency services program.


LICENSE:
A valid California Class C Driver License or the ability to utilize alternative transportation methods as needed for job-related functions.

PHYSICAL CLASS:
  • Light. This classification includes administrative and clerical roles requiring light physical effort, which may involve occasional light lifting and some bending or stooping.

SPECIALTY REQUIREMENTS:

Applicants must clearly outline their years of experience related to the Minimum Requirements in the online job application.


DESIRABLE QUALIFICATIONS:
Additional experience beyond the Minimum Requirements in a disaster or emergency services program and completion of a State, Federal, or International Emergency Management Certificate Program are preferred.

EXAMINATION CONTENT:

The examination process will evaluate experience based on application information, desirable qualifications, and supplemental questionnaire responses.


ELIGIBILITY INFORMATION:

Candidates' names will be added to the Eligible Register based on their score for a period of twelve months.
