Procurement Support Specialist

Position Overview:
The Procurement Support Specialist, under the guidance of the Procurement Manager, plays a crucial role in delivering comprehensive research and analytical assistance for various procurement initiatives. This role focuses on managing small-scale purchasing requests and contributing to the formulation and execution of competitive solicitations for various departments.
Key Responsibilities:
- Establish and maintain effective relationships with both internal and external stakeholders.
- Act as a knowledgeable resource for procurement-related inquiries.
- Oversee the process of gathering quotes and conducting analyses for relevant requisitions.
- Coordinate site visits and informational sessions during the solicitation phase for targeted purchases.
- Provide guidance to departments on procurement strategies and assist in defining requirements.
- Help in developing and recommending key performance indicators (KPIs) for vendor and contract performance tracking.
- Manage procurement workflows utilizing project management software, ensuring accurate updates of dashboards and tracking of project timelines.
- Formulate sourcing strategies aligned with procurement objectives, customer needs, and market dynamics.
- Assist in drafting Invitations to Bid, Requests for Quotes (RFQs), and other solicitation documents, ensuring compliance with relevant laws and policies.
- Identify essential financial and technical criteria for vendor assessments and support the evaluation process.
- Provide assistance to the procurement team during complex negotiations as necessary.
Knowledge, Skills, & Abilities:
- Proficient in preparing Requests for Information (RFIs), Requests for Proposals (RFPs), and Bid Agreements.
- Thorough understanding of procurement principles, contract development, and negotiation techniques.
- Familiarity with federal and state procurement regulations.
- Strong organizational and multitasking capabilities.
- Proficient in Microsoft Office Suite.
- Ability to maintain confidentiality and manage sensitive information.
- Collaborative mindset with a focus on teamwork in a fast-paced environment.
- Attention to detail and commitment to accuracy.
- Excellent communication skills, both verbal and written, for effective interaction with diverse groups.
Minimum Qualifications:
- Professional experience in a purchasing environment.
- Previous leadership experience in managing teams or projects.
- Ability to mentor and provide constructive feedback to peers.
- Proven ability to foster teamwork and collaboration.
- Strong decision-making skills with the ability to assess implications.
- Effective problem-solving abilities, with a focus on analyzing and interpreting data.
- Self-motivated and results-driven.

Education & Experience:
Bachelor's degree in business administration, economics, accounting, public administration, or a related field from an accredited institution, or a high school diploma with a minimum of four years of relevant experience.
Preferred Qualifications:
- Possession of a Georgia Certified Purchasing Associate (GCPA) certificate.
- Certification from the National Institute of Governmental Purchasing (NIGP) or International Supply Management (ISM).
- Experience in supervising purchasing staff and managing large-scale procurement processes.
