Job Title:

Contract Manager - HOME-ARP Program

Job Summary:

We are seeking a highly skilled Contract Manager to join our team in the HOME-ARP Division. The successful candidate will be responsible for managing and coordinating awarded contracts, ensuring expenditure of approximately $132 million through the HOME-ARP Program.

Key Responsibilities:

• Performs and/or assists loan closings, financial and performance draws, and contract close out.
• Provides training, technical assistance and guidance to organizations receiving HOME-ARP funds and delivers ongoing guidance throughout the course of the contract.
• Ensures necessary documents associated with funding and closing transactions are prepared reflecting all HUD requirements and compliant long-term use agreements.
• Provides technical assistance to Subrecipients, Owners and Developers and reviews their submissions to comply with federal laws, including Davis Bacon and related Acts' prevailing wage standards; HUD Section 3 reporting; and Uniform Relocation Assistance and Real Property Acquisition Policy act and Section 104(d) of the Housing and Community Development Act regarding tenant relocation assistance.
• Provide contract management to ensure benchmarks and contract terms are met. May include process of de-obligating funds from contracts.
• May review applications for HOME-ARP activities to determine compliance with federal and state requirements and possibly HOME-ARP specific scoring or threshold criteria. Activities may include, but not be limited to, development activities such as rental development and non-congregate shelter.
• May assist in preparing information requests, legislative responses, and reports for the Department's Board or Executive Division.
• May assist with resolving complaints and open records requests regarding HOME-ARP.
• Comply with all applicable safety rules, regulations and standards.
• Adhere to all Department policies and procedures.
• Perform other division work as assigned.
• Expected to work as a telecommuter, but may be required at times to be present in the office or at other designated work events or venues.
• May travel up to 5%.

Requirements:

• Graduation from an accredited four-year college or university. Preference for major coursework in urban or regional planning, economics, finance, business or public administration, management information systems or a field related to the position.
• Experience in contract management or construction management required. Preference for construction or rehabilitation of housing or emergency shelters.
• Experience with loan closings or complex financial transactions.
• Knowledge of State and/or Federal labor standards, including, but not limited to, Davis-Bacon Act, Copeland (Anti-Kickback) Act, Federal Labor Standards Act, and Contract Work Hours and Safety Standards Act preferred.
• Knowledge of Section 3 of the Housing and Community Development Act and related policies. Preference for experience with Section 3 compliance and reporting.
• Knowledge of Uniform Relocation Assistance Act and Section 104(d) of the Housing and Community Development Act and related policies preferred.
• Must possess the ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare concise reports; and to develop and evaluate policies and procedures.
• Experience in scoring or ranking proposals or applications for construction or government contracts.
• Experience producing reports, analyzing data and providing recommendations for improvements.

Working Conditions:

This classification functions in a standard office environment. Ability to drive and travel as needed. Will need to move about the office to access file cabinets, use office machinery, attend meetings in various offices and conference rooms, etc. Must be able to communicate and exchange accurate information via phone, computer, and in person. Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and various media formats. Must be able to work non-standard hours including the ability to work beyond 40 hours per week as needed and in compliance with the FLSA.
