Job Description:

Responsibilities:
Manage complex technical contracts or grants for the agency, working directly with partners to support the design, research, preparation, and execution of state program plans. Develop methods and strategies for assessing grant or contract performance, monitoring compliance with agreements, contracts, expenses, activities, and federal and state regulations. Conduct policy research work and data analysis in multiple areas, coordinating and providing inputs to work plans and timelines. Maintain current knowledge of legislation and efforts by federal, state, and local governments, drafting and reviewing legislation, fiscal notes, and determining administrative costs for pending legislation. Assist with project management and procurements for contracts and grants as needed, performing data validation and analysis, and responding timely to customer service requests.

Required Skills:
10 years of Experience with procurement contracts, 7 years of Experience with complex technical contracts, grants, or auditing contracts and grants, 5 years of Experience with federal and state Grant Management, 5 years of Experience with grant program implementation, 5 years of Experience leading a team on contract, grant, research, policy or data analysis projects, 5 years of Experience with federal grant audits, and 5 years of Knowledge of security policies and procedures for technical contracts, grants, or auditing contracts and grants.

Preferred Skills:
2 years of Experience with broadband, telecommunication, or other related technologies, 2 years of Experience with the Microsoft Office products, including Microsoft Project, Word, Visio, Excel and PowerPoint, 2 years of Experience in contributing to or writing proposals, grants, or contracts, 2 years of Experience with state or federal budgeting, 2 years of Experience utilizing Salesforce in the performance of job duties, and 1 years of Certified Texas Contract Manager (CTCM).

Benefits:

Rate:
$44.82 to $54.82/Hr DOE

Hybrid role (Hybrid - 2 Days Onsite and 3 days Remote).
Out of State candidates will not be considered.
