Job Description

Job Summary:

The Texas Water Development Board (TWDB) is seeking a Flood Management Evaluation Manager (Manager V) to lead the development, administration, and management of the Flood Management Evaluation (FME) program. The successful candidate will have a strong background in flood risk reduction projects, flood-related planning, mitigation, response, or recovery, and water resources planning.

Key Responsibilities:

  • Develop and manage contracts for FME studies
  • Coordinate with regional flood planning groups and communities to identify flood risk and plan for flood risk reduction projects
  • Manage and oversee the work of contractors performing FME studies
  • Develop and implement guidelines, procedures, and policies for the FME program
  • Monitor and report on FME department work activities
  • Provide technical direction and guidance to section staff
  • Manage project activities, including watershed studies, review, and tracking
  • Develop and deploy contracts, and oversee their administration and closeout

Requirements:

  • Graduation from an accredited four-year college or university with a bachelor's degree in Planning, Water Resources/Civil/Environmental Engineering, or a related field
  • Seven years of relevant professional experience in flood risk reduction projects, flood-related planning, mitigation, response, or recovery, and water resources planning
  • Three years of progressively responsible professional work experience leading projects/programs and supervising staff
  • Professional Engineering License

Preferred Qualifications:

  • Graduate degree from an accredited college or university with a major in Planning, Water Resources/Civil/Environmental Engineering, or a related field
  • Nine years of relevant professional experience in flood risk reduction projects, flood-related planning, mitigation, response, or recovery, and water resources planning
  • Four years of progressively responsible professional work experience leading projects/programs and supervising staff
  • Experience developing and managing contracts

Working Conditions:

The Flood Management Evaluation Manager (Manager V) will work in a fast-paced environment with multiple priorities and deadlines. The successful candidate will be able to work independently with minimal supervision and have excellent communication and interpersonal skills.
