Job Summary:
We are seeking a highly skilled Purchaser V to join our team at the Texas Department of Aging & Disability Services. This is a challenging and rewarding role that requires strong purchasing and procurement skills, as well as excellent communication and problem-solving abilities.

Key Responsibilities:
The successful candidate will be responsible for planning, organizing, and coordinating the purchase of IT commodities and services, including developing and overseeing the development of solicitations, bid evaluation instruments, and other related documents. They will also be responsible for negotiating contract specifications, contracts, contract renewals, and amendments, as well as preparing procurement documents and maintaining detailed records of items purchased, received, prepared, and issued.

Essential Functions:
The Purchaser V will be responsible for attending work on a regular and predictable schedule, performing other duties as assigned, and working under minimal supervision with extensive latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state purchasing. The successful candidate will also be responsible for identifying purchasing-related issues and working with management, requesters, subject matter experts, stakeholders, agency staff, and other purchasing staff to manage issues, responding to phone and e-mail inquiries from requesters and other staff regarding the status of requisitions, POs, and the delivery of IT goods or services, and providing assistance to requesters in drafting competitive specifications for commodities and services.

Knowledge, Skills, and Abilities:
The ideal candidate will have a strong knowledge of state and federal laws and regulations governing state purchasing, purchasing and procurement methods and procedures, including experience in and knowledge of information technology procurement and its application in the public sector, and state of Texas procurement principles and practices, assigned commodities and products on the open market, and supply sources. They will also have strong skills in the use of computer and applicable software necessary to perform work assignments, problem solving, including asking appropriate questions and identifying resources to obtain necessary information, providing good customer service, logically assembling and evaluating information, maintaining a system of required record keeping, communicating clearly, both verbally and in writing, scheduling, prioritizing, monitoring, and completing multiple assignments timely, working effectively independently and as part of a team, acting in a sound, logical, proactive, and appropriate manner based on well-thought-out analysis of situations or problems, being detail-oriented, and being able to work in a fast-paced work environment with competing priorities.
