Job Summary

The State of Illinois is seeking a highly skilled Human Resources Specialist to join our team in the Bureau of Employee Services, Transactions Unit #B. As a key member of our HR team, you will be responsible for performing complex, specialized professional duties in human resources administration activities.

Key Responsibilities
  • Process performance evaluations and personnel transactions, ensuring compliance with Rules, Pay Plan, bargaining unit contracts, and supplemental procedures.
  • Serve as a professional resource to lower-level staff and other agency staff on transaction activities.
  • Provide professional human resources assistance to the Bureau of Recruitment and Hiring on hiring activities, adhering to Collective Bargaining Agreements, the Comprehensive Employment Plan, CMS Compliance, and the Bureau of Recruitment and Hiring's standard procedures.
  • Coordinate with other components of the Office of Human Resources, including Labor Relations, Recruitment and Hiring, Classification and Workers Compensation, to ensure efficient and timely handling of cross-functional work areas.
Requirements
  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  • Requires two (2) years of professional human resources experience, with two (2) years of experience preparing and processing personnel transactions for a state agency.
Preferred Qualifications
  • Three (3) years of professional experience working with personnel rules, Collective Bargaining Agreements, Comprehensive Employment Plan, or similar compliance rules and regulations for a public or private organization.
  • Three (3) years of professional experience maintaining confidentiality and handling sensitive information with professionalism.
  • Three (3) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
  • Three (3) years of professional experience communicating in oral and written form with both internal and external stakeholders for a public or private organization.
  • Two (2) years of professional experience providing leadership and guidance to other staff for a public or private organization.
