Job Overview:

The Radiation Safety Specialist I is responsible for executing intricate health physics and radiation safety operations.

This role entails performing inspections and assessments of facilities utilizing radiation sources to ensure adherence to safety and environmental regulations.

The specialist may oversee the activities of other staff members. Responsibilities include the independent analysis of incident reports and complaints, ensuring appropriate remedial actions are taken. This position may involve leading project teams on various technical and operational initiatives. As a project leader, the specialist will plan, assign, and supervise the work of team members.

In addition, the role involves planning, developing, and directing advanced technical projects related to radiological health, focusing on incident investigations and technical assistance regarding various radiation sources.

The specialist will coordinate decontamination efforts at sites affected by radiation and prepare summaries of incidents and complaints. Participation in emergency response exercises as a team member is also required. The specialist may provide testimony during enforcement conferences and hearings and contribute to discussions on proposed radiation regulations at both federal and state levels. This position operates under general supervision with considerable latitude for independent judgment and initiative.

Key Responsibilities:

Regular attendance and adherence to agency policies are essential, along with performing additional duties as assigned.

(65% Oversee and coordinate comprehensive environmental assessments and radiological investigations to ensure compliance with relevant state and federal radiation control, environmental, and public health regulations. Supervise investigations related to incidents, complaints, or technical assistance. Conduct inspections of X-ray equipment, non-ionizing radiation devices, and facilities handling radioactive materials. Lead investigation teams and compile reports detailing findings. Review incident and complaint reports to ensure resolution of safety issues. Assign and manage investigations of reported incidents and complaints from various stakeholders. Conduct risk assessments to evaluate the relationship between radiation exposure and biological effects. Prepare detailed technical reports based on statistical and environmental radiation data analysis. Serve as a technical spokesperson during radiological incidents or events. Collaborate with representatives from other agencies on radiation and environmental matters. Coordinate major investigations with staff from other divisions or departments, as necessary. Analyze statistical and environmental data to assess radiation doses and their impacts on individuals and the environment. Provide technical guidance to facility management and the public regarding applicable laws and regulations. May testify in legal proceedings related to radioactive materials and radiation-producing devices.
(10%) Draft and approve correspondence, technical reports, or environmental assessments. Create technical summaries of incidents and complaints. Conduct scientific reviews of incident databases. Research and evaluate environmental and radiological health documentation. Analyze complex technical information to identify trends affecting regulatory processes. Disseminate information within the agency and to external stakeholders.
(10%) Determine the completion of incident or complaint responses. Review all collected data and independently assess its adequacy for closure and compliance notice issuance.
(5%) Engage in escalated enforcement actions. Assess the necessity for escalated enforcement recommendations. Review incident histories and collaborate with division staff to prepare administrative penalty actions. Work with legal staff on technical reviews for preliminary reports. Provide testimony in administrative hearings and court cases on complex radiological health matters. Conduct follow-up investigations as needed.

Conduct inspections of licensed and registered facilities utilizing radiation sources, including:

Broad scope authorizations, processing of radioactive materials, nuclear pharmacy operations, decontamination services for naturally occurring radioactive materials (NORM), waste processing, multi-disciplinary research institutions, industrial irradiators, accelerators, commercial manufacturing and distribution, evaluation of agency-approved courses, transportation/packaging assessments, and advanced radioactive material technologies.

(5%) Actively participate in disaster response and recovery efforts or Continuity of Operations (COOP) activation. Serve on the agency's radiological emergency response team, which may require flexible shift assignments and/or location changes.

Participate in public health, COOP, or radiological emergency response drills and events as assigned.


Required Knowledge, Skills, and Abilities:
Proficient understanding of radiation control, radiological health, and environmental regulations, as well as radiation safety practices. Familiarity with medical and industrial applications of radioactive materials, X-ray, accelerator, and non-ionizing radiation sources. Knowledge of radiation types and their characteristics, including biological effects of ionizing and non-ionizing radiation. Competence in internal and external radiation dose calculations, including annual limits of intake (ALI) and derived air concentrations (DAC). Proficient in using radiation detection and advanced analytical equipment. Understanding of investigative practices and Texas Regulations for Radiation Control, along with federal radiation control laws. Knowledge of local, state, and federal agencies and their capabilities.

Skills in operating radiation detection and monitoring instruments, collecting environmental samples, utilizing radiological computer applications, and employing research techniques.

Proficiency in operating, maintaining, and calibrating radiation detection and advanced analytical instruments.

Ability to utilize advanced computer models (e.g., RESRAD, Stampede, RASCAL) and lead investigations into radiological incidents and complaints.

Skills in interviewing individuals knowledgeable about incidents and complaints, analyzing and interpreting radiation data, and effective technical writing and communication.

Ability to interpret and apply radiation shielding designs and statistical data, communicate effectively, interpret laws and regulations, and apply health physics principles.

Capability to conduct inspections, surveys, and studies of radioactive material licenses and registrations of radiation-producing machines. Ability to establish positive working relationships with colleagues and agency representatives.
Ability to perform internal dose calculations using biological models and/or ALIs and DACs. Ability to make independent decisions regarding radiological hazards, risk assessments, and appropriate mitigation measures. Ability to recommend protective actions based on advanced technical data. Ability to prepare clear and accurate technical reports and evaluate information in reports and documents. Ability to analyze environmental samples and evaluate data from surveys and analyses to make informed decisions regarding radiological hazards and risk assessments.
