Job Overview

The contractor will leverage best practices from the private sector to enhance the design, implementation, and ongoing refinement of tools and methodologies for managing the Department of the Navy's real property inventory. This includes various assets such as buildings, structures, linear structures, land, utilities, and privatized housing.

The contractor will be responsible for recommending and developing performance metrics and standards, along with measurement and evaluation techniques. This is crucial for ensuring that the Government has access to accurate and relevant information for effective management and oversight of the inventory.

Key responsibilities include:

  • Training government personnel on the purpose and application of oversight and monitoring concepts, tools, processes, and procedures.
  • Advising on the continuous improvement of real property portfolio management, oversight, and monitoring metrics, guidelines, policies, processes, and procedures.
  • Providing innovative insights and recommendations to government personnel.
  • Recommending electronic solutions for data reporting, benchmarking decisions, and institutionalizing lessons learned.
  • Identifying requirements for information collection and reporting systems for real property inventory monitoring and management, while developing database and web-enabled solutions for extensive geographic areas.

Qualifications:

The ideal candidate will possess a minimum of ten (10) years of experience in translating geospatial business needs into comprehensive program and solution architecture recommendations. The candidate should be adept at defining multiple solution options for business challenges related to enterprise geospatial system integration.

Extensive knowledge and experience in asset management, geospatial standards, and enterprise geographic information systems (GIS) are essential. Experience working with government entities, the Department of Defense, or other federal agencies in the application of geospatial technology is particularly valuable.

A Bachelor's Degree in Geography or a related geoscience field is required, while a Master's degree in the same field is preferred.

Security Clearance: A Top Secret Clearance is mandatory, and the candidate must be a U.S. Citizen.
