This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

During the
NY HELPS Program, this role may be filled through a non-competitive appointment, meaning no examination is necessary, but all applicants must meet the minimum qualifications for the title they seek.

At a later date, it is anticipated that employees hired under
NY HELPS will transition from non-competitive to competitive status without needing to compete in an examination.

Employees will then enjoy the same rights and privileges as competitive class employees of New York State.

While serving permanently in an
NY HELPS title, employees may participate in any promotional examination for which they qualify.



TRANSFER QUALIFICATIONS:

One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 21 or higher, eligible for transfer and deemed similar by Civil Service.



PROVISIONAL QUALIFICATIONS:

Based on the results of the canvass of the current eligible list for the Community Engagement Coordinator 2 position, the Department may opt to make a provisional appointment to this role if the eligible list has fewer than three interested candidates.

If a provisional appointment occurs, the selected candidate will be required to compete in the next holding of the Community Engagement Coordinator 2 exam and must be reachable for appointment from the newly established eligible list.

The minimum qualifications for Provisional appointment are:

Seven years of professional experience in a role where the primary responsibility (50% or more of the time) was the extensive promotion and representation of programs and services for public and/or private organizations aimed at increasing participation in these programs and services.

One year of this professional experience must have been at a supervisory level.

Substitution:

  • A bachelor's degree* may substitute for up to four years of the above experience.
  • An associate's degree* may substitute for up to two years of the above experience.
*Your degree must be awarded by a college or university accredited by a recognized agency. If your degree was awarded by an institution outside the United States, you must provide independent verification of equivalency.

Qualifying professional experience includes, but is not limited to, experience in corporate, non-profit, private organizations, and governmental agency public relations; advertising; marketing, or promotion of public programs and services.

Duties must have included creating, scheduling, organizing, and promoting outreach activities, including conferences, workshops, training sessions, and other public events, to promote agency programs to target populations.

**An outreach activity is any activity that promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services of an agency or organization.

Examples of Non-Qualifying Experience:

Experience primarily in or restricted to administrative assistance, art/graphic design or copywriting, recruitment and placement services, provision of program information, and other direct contact with clients or potential clients of program services and direct customer sales.



C QUALIFICATIONS:

A subsequent 55b/c appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in an eligible position allocated to Grade 21.

Duties Description The Office of Diversity and Inclusion Management provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department.

To better meet jobseekers where they are and to educate the greater community on the many available job opportunities in public service, the Department is establishing Centers for Careers in Government at various locations, and this position will play a crucial role in ensuring the success of these career centers.

Reporting to higher-level program or agency administrative staff, the duties of the Community Engagement Coordinator 2 may include, but are not limited to the following:

  • Performing more complex activities and operating with a higher level of independence, potentially covering the largest regional areas or most populated regions.
  • Supervising staff.
  • Assisting in the development and implementation of outreach and recruitment strategies informed by relevant demographic data.
  • Developing virtual and in-person resources and educational opportunities aimed at making NYS employment opportunities more accessible to jobseekers.
  • Collaborating with internal and external stakeholders to discuss agency-specific outreach and recruitment strategies.
  • Conducting trends analysis, making recommendations, and preparing reports that capture key performance indicators and outcomes related to outreach and recruitment efforts in the assigned region(s).
  • Functioning as a public representative of the State of New York for jobseekers and as an employment resource for community-based organizations and educational institutions in assigned region(s).
  • Providing guidance, information, and resources to stakeholders related to identifying and securing employment opportunities with New York State.
  • Simplifying and explaining the Civil Service Merit System for jobseekers.
  • Representing the Department of Civil Service at job fairs and community events, including registration, setup, attendance, takedown, and follow-up activities (such as documentation of activities/outcomes).
  • Creating and maintaining profiles and resumes of individuals interested in finding employment and connecting jobseekers with employment opportunities in NYS government based on those profiles.
  • Collaborating with community-based organizations/educational institutions, developing, maintaining, and building on existing relationships.
  • Developing and maintaining a database of regional organizations, including but not limited to community-based organizations/educational institutions.
  • Assisting with special recruitment projects to promote specific opportunities.
  • Providing individualized and group support to stakeholders regarding accessing and navigating systems related to NYS employment.
  • Communicating appropriate guidance to stakeholders regarding applicable employment-related policies.
  • Providing accurate and responsive communication to inquiries from stakeholders.
  • Promoting workforce initiatives related to NYS employment.
  • Collaborating with State agencies that have a presence in the region to identify and communicate job opportunities and outreach initiatives.
  • Performing assigned activities with relative independence and exercising good judgment and professional discretion.
  • Conducting onsite and offsite trainings/workshops, attending job fairs within the region, and holding in-person office hours and virtual appointments.
  • Maintaining local inventory to ensure that supplies are available for outreach and recruitment activities.

  • Partners with State agencies to offer workforce recruitment and placement services, including developing minimum qualifications, classifying positions, developing civil service examinations, and administering performance assessment tests.

  • Assists municipal agencies with civil service administration of more than 360,000 local government employees.
  • Oversees the Governor's Program to Hire Individuals and Veterans with Disabilities to place individuals with disabilities in State jobs and the New New York Leaders Initiative Student Intern Program.
