POSITION SUMMARY

The Office of Human Resources at The City University of New York is dedicated to fostering the institution's mission of providing access to exceptional higher education through effective recruitment, professional growth, and support for our diverse faculty, staff, and student workforce.

With a workforce of approximately 3,000 employees, the HR department aims to deliver comprehensive, customer-focused human resources programs and services. These include, but are not limited to, recruitment, onboarding, benefits administration, employee relations, performance management, and professional development initiatives. The HR Specialist for Non-Teaching Instructional Staff will report directly to the Talent Acquisition and Engagement Manager within the Office of Human Resources. The responsibilities of the HR Specialist encompass, but are not limited to, the following:

  • Manage all employment processes for Higher Education Officer (HEO) series classifications, including hiring, onboarding, and separation procedures.
  • Provide guidance to Divisions and Departments regarding CCNY/CUNY employment policies and procedures.
  • Collaborate with Deans, Vice Presidents, and academic units to facilitate the recruitment and search processes.
  • Partner with the Office of Diversity and Compliance to enhance candidate recruitment efforts.
  • Assist departments in drafting and reviewing job descriptions for approval and manage the job posting process through Talent Acquisition Management (TAM).
  • Serve as Secretary for the HEO screening committee, overseeing the entire process and preparing necessary documentation.
  • Coordinate with Data Analysts to ensure accurate entry of actions into CUNYfirst and facilitate payroll processing.
  • Act as a liaison with budget, payroll, timekeeping, and benefits departments to ensure a smooth onboarding experience.
  • Oversee the CCNY VRB process for HEO series, including reviewing and submitting VRB forms.
  • Track and manage substitute appointments, extensions, and reclassifications.
  • Prepare transmittals for various HR actions, including substitute appointments and reclassifications.
  • Supervise HR Coordinator for Non-Teaching Instructional Staff.

QUALIFICATIONS

A Bachelor's degree and a minimum of four years of relevant experience are required.

PREFERRED QUALIFICATIONS:

The ideal candidate will possess experience in Human Resources within a Higher Education setting. Strong customer service skills, leadership capabilities, and meticulous attention to detail are essential. Excellent interpersonal, oral, and written communication skills are required. Familiarity with PeopleSoft software and Microsoft Office is preferred. The candidate should be a proactive self-starter, capable of managing and prioritizing a diverse workload effectively.

  • Oversees multiple HR functions, including staffing, recruitment, employee relations, and compliance with university policies.
  • Provides professional counsel to employees and managers regarding HR programs, policies, and applicable laws.
  • Researches and resolves complex HR issues, recommending new practices and policies to enhance office efficiency.
  • Performs related duties as assigned.

Salary Range: $68,004 - $79,000, commensurate with education and experience.
